There is no explanation how Xelloss was created by Zellas Metalliom. The author didnft tell us that Xelloss was Mazoku by birth or he had been a human and reborn as a Mazoku. But, almost all of Slayers novel readers think that Xelloss was a Mazoku by birth.

Every Mazoku regards a human as a prey. Even Seigram, a lower middle rank Mazoku, thought that any human could match with it. The Greater Beast is the one of five Mazoku sub-lords, so, it is extremely powerful. According to the theory of Mazoku in the Slayers novels, there is no reason for such a powerful Mazoku to accept a human as its priest. It would be just like that a president of a powerful company makes an ant his secretary.
In the novels, Xelloss told Lina and her friends that he had been created by Greater Beast. It's hard to explain in English, but as we read his words in the novels, we understood that Xelloss had been created just like other Mazoku generals or Mazoku priests had been created by their masters.
I know that someone would refuse us with the case of Valgarv. But, Valgarv is the character only appeared in TV anime. If I consider about Valfs case according to the theory of the Slayers novels, the key factor was his being a dragon. Both in the novels and TV anime, Garv had been killed in the Kouma War, the war between the resurrected piece of Shabranigudo and the Aqualord. Aqualord was a dragon and Chaos Dragon Garv also had the characteristic of dragon. Ruby Eye used Garvfs characteristic as dragon to channel its power into the Aqualord, and it worked well. After Garv had ressurected, it maintained its characteristic as dragon, and it could channel its power into Valfs physical body. No human has a factor that makes him able to accept Mazoku power without trouble.
It isnft written in the novels, but once the author explained how a Mazoku created another Mazoku in one interview with his fan club. I think that Xelloss was created in that way.
