Japan National Railways (JNR) had a plan the new suburban electric train which replaces 113 series and 115 series, and new technologies, such as field added excitation control which can save energy, a lightweight stainless steel body, and lightweight bolster-less bogies, were completing. These technologies produced a result as 205 series. Then 211 series adopting these technologies were born as a new suburban electric train in 1985. Since the total mass weight of 211 series became lighter by adopting a lightweight stainless body and bolster-less bogies, 211 series can adopt 5-car unit, which consists 2 motored cars and 3 trailer cars. So the initial cost of 211 series gets lower. In addition, 211 series are equipped with the holding brake system. Service speed improved to 110 km/h. 
The accommodation of –0 sub-series and –2000 is semi-cross seats, and that of -1000 sub-series and –3000 sub-series is the long seats. Moreover, since -1000 sub-series and -3000 sub-series are used in a cold district, the semi-automatic doors are equipped. The ceiling of the passenger room seems neat because the duct for the air conditioner is located over the ceiling, and the outlets of cool air are slit shape.
Although JR east built 211 series succeedingly after splitting of JNR, JR east has built only –1000 sub-series and –3000 sub-series which are equipped with long seats for crowdedness relief. Moreover, the bilevel trailer car for first-class is newly developed.
Now 211 series are used on the local services of the Tokaido line and the Tohoku line.
