これらに当てはまる人間はこの書を手にするべきかもしれない。
この書は誰もが評価したがらないものかもしれない。
実際の有効性の程度も分からない。
しかし、他に有効性の高い、世界を改善する策が見当たらない様に思える。
それ故に、ここに、この書を置いておきます。

民主主義法
社会における権力構造とは、その社会における最大の意思強要力を持つ組織の権力構造であり、それは、国家組織から次第に経済組織に代わりつつある。
それ故に、民主主義を守る為、実質的な社会の民主主義のため必要であり、そのために経済組織の民主主義化が必要になる。
その内容として、全ての経済組織の株ないし株の力(配当金、組織内の権利)、あるいはそれに相当するものを全ての経済組織構成員ひとりひとりが最低限持てるようにする必要がある。
更に、経済組織構成員ひとりひとりが民主主義に反するほど多く持つ事を禁じる必要がある。
その為の法律なり手段なり何かが必要に思える。
種々の問題も含んでいるかも知れないが、これは、封建主義国家からではなく、封建主義社会から民主主義社会に移行するために絶対必要という理由により、フランス革命と同様の必要性と正当性をもっている様に思える。
社会の改善という点から考えると、人類社会は、経済システムの民主主義化による、社会の民主主義化がなされる事で、初めて、社会を改善する為のスタートラインにたどり着いた言えるであろう。
確かに現在でも、多くの人の善意の努力により、社会改善がされている。
しかし、実質的には社会が封建主義社会である為に、権力者の利益に反しない範囲内、あるいは利益を増やす範囲に、いかなる善意の努力も完全に制限されてしまう。その為、社会システムとしてはスタートラインにたどり着いているとは言えないからである。
大きな企業の集団を一族で所持している人達がいる。
そういう人達は、経済人でも政治人でもある人である事が多い。
そしてそういう人達は自らの利権や力の為に、戦争や貧困等を作り上げる様である。
その為、その点に特別に大きな問題があると思える。
民主化
民主主義と自由主義という言葉は、よく混同して使われている。
強者も弱者も共に仲良く幸せに生きれることを目的とし、ある種の自由の制限をする事により、強者も弱者も、そこそこ自由を享受できるのが民主主義”である。
そして、弱者は強者の食い物でしかない獣の様な法を理想として、あらゆる自由の制限しない事によって、力ある者のみが膨大な自由を行使でき弱者の自由が存在しない”のが”自由主義”である。
意味を比較するとこの二つは、自由を享受できる対象が正反対の概念である。
現在合衆国は、民主主義の輸出の事を言いっている。
しかし上記の意味から考えてみると、弱者も強者も共に対等に仲良くやろうとする民主主義の輸出には見えない。
そして、弱者を強者が好きなように食べ放題にできる自由主義を、実際は輸出しようとしている様に見える。
また社会の民主主義化をすすめるには、社会に大きく影響のある各組織の権力構造の民主主義化が必要に思える。
この点について考える。
国家においては民主主義は国家組織の選挙制度により成立している状態にある。
情報においては民主主義はITによって、なんとかなるかも知れない段階にある様に思える。
経済においては民主主義は無い。
こういった各組織について民主主義を考察してみると、社会の民主主義化は、意外と進んでいない様に思える。
社会に大きく影響のある各組織の権力構造の民主主義化は、この世界の真の民主主義化のために、絶対必要な条件なので、そのことを考えていかなければならないであろう。
共産主義
経済システムが私有物ではなく共有物になるという意味として、権力構造が民主主義化した経済システム=共産主義、と言えると思う。
なお、旧来の共産主義と、この共産主義の区別の為に、この共産主義を日本的共産主義と命名しておく。
これは、日本発の共産主義思想であると共に、日本の会社システムの文化の中に、この共産主義の原型と呼べるものが含まれてる、日本的な共産主義と思えるからである。
今まで共産主義を名乗る社会は多くあった。しかし、旧来の共産主義は歴史の自然な発生を待たず発生した不自然な共産主義だと思える。ソ連型の共産主義は消えていっているが、中国型の共産主義も廃棄処分して日本的共産主義に弟子入りする必要がある様に思える。
主体交代
自由主義がはびこる現在の社会においては、勝った者のみが不必要に莫大な富を得られ、負けた者は生存に必要なものさえ得られない程、富を得られない。
ただ、それは人の理想ではないために、貧富の差を防ぐ仕組みを取り入れてそれを防ごうとする組織や個人もいる。
しかし、それを防ぐ仕組みが存在をしていないのときはどうなるだろうか。
それは、もしすると多くの者達が競い合って共に強化されていく様に思えるかもしれない。
しかし、それは力の差が極めて近い時のみ起こりうる少ない例である。
実際は力のしくみとして実際に多いのは、強者は弱者より富や力を奪って、より強なっていき、弱者は強者に奪われてより弱くなっていく。
そして、この繰り返しにより力の格差はどんどん広がっていく。
これが実は自然な姿であり、この力の不均衡は、より拡大していくために、弱者はどうあがこうと強くなれなくなってしまう。
そして、そういった力ある者は勢力範囲もどんどん拡大をし続ける。
例えて言えば水面の波紋の様に広がっていく。
最初は小さな点と見えるものが勢力範囲を広げていく。
その様は、まさに点より派生した波紋の様に広がって行き、波紋の外は狭まっていく。
それが自然な姿である。
それを認めたその上で、根本的な力の格差を解消を考えると、その波紋の外側にいる事が原因なので、その波紋の内側に弱者も入っていけば良い様に思える。
ただ、その内側で同様な事が起こる事も考えられるため、その波紋の内側の権力構造を民主主義化しなければいけないかもしれないが、入っていければかなり貧富の差の縮小になるように思える。
ただもっと、広範囲に考えるのならば極端な考えかもしれないが、この世の全て社会機構を波紋の内に入れてしまうという方法が最もよいかも知れません。
ただし、この種の波紋は、新たに現れて広がり続けることであろう。それ故に常に新たな波紋の内に入り続けていくことで、格差の解消を図り続ける事が必要なことといえるだろう。
こういう考え方から現在の日本の状況を考えると、世界的な大企業のみが力の拡大を行い続け、個人店や中小企業が潰れ続けていく現在の状態は、実は自然な姿であるように思われる。
そう、いままで国家という波紋の内側で今までいた人々が、自由主義の中にある別の波紋に、どんどん押されて狭まっている。そんな感じの状況が今の現実であるのだから。
この場合は、まず、現在広がる波紋の様な大企業の権力構造を完全に民主主義化する。その後に、その大企業の内側に全人類とその社会機構が入る仕組みを作ることが、多数の幸せのために必要な仕組みと思われる。
また社会の混乱を防ぐために、、国民と国家システムの全てを経済的に、そのまま、まるごと丸呑みにするというやり方が良いように思える。
ただ、経済破綻や民族紛争等によって政治的・経済的に滅茶苦茶になってしまってる社会の場合は経済組織の力は弱く、このやり方には当てはめるのが無理な場合が多い様に思える。
そのため、社会の経済状況が低い社会では企業の代わりに組織として、完成化させたボランティア団体が、国民と国家システムの全てを、を丸呑みしてしまうとい手段も考えられる。
これらは極端で、どの程度有効かもよく分からない方法かも知れないが、考慮するぐらいの価値は十分にあることだと思えます。
社会の文化
民主主義や共産主義に変わったと称する国家はよくあります。しかし実際には、悪行などを繰り返す独裁国家等であることが結構よくあります。
この原因を昔は、単に悪人がいるからだろうとしか考えてはいなかった。しかし、よく考えてみたならば、どこの国でも必ず、善人もいれば悪人もいるものである。それにも関わらず、変われている国家もあれば、変われていない国家もある。
何故、変われない国があるのだろうか?。今も、ある種の人間達が国家組織を動かして悪行を繰り返しつづけている。そう、よく彼ら見てみると組織を動かして悪行を続けていて、決して、一人で行ってはいないのだ。確かに、どんな悪人と言えど少人数では何も出来はしない。組織を動かさなければ大きな事は出来ないのである。つまり国家組織の内外にいる周囲の多くの人間の状況、周囲の多くの人間の判断と行動があって、はじめて悪行が成立するのである。
つまり悪行に対して人間は普通はどうするかという事です。例えば、普通は正しいと思うか否か。普通は従うか否か。普通は皆で結束し反旗をひるがえして戦うか否か。…等、普通の人間の考えや行動や生き方という、普通の人間の普通の心の問題に重要性があるのです。そういうことを考えると、社会システムとは文化の裏付けがあって初めて有効に機能しうるものの様に思えます。文化といっても、ここで言う文化とは絵や文学等というよりも、むしろ物事に対しての感じ方である。
例えば、どう感じるか、どういう欲望を持つか、何に罪悪感を持つか、何を幸せと思うか、どういう道徳概念を持つか、何を理想とするか、どう評価するか、どう行動するか…等。そういった人間としての欲望や感性や行動や、それにつながる事柄の事として言っているのであります。
例えば、共産主義国家や民主主義国家等を理想とし、それを目指す国は多くありました。しかし、人々の持っている文化が、昔のままである為に、多くの国では実質的には以前の国家のままにしかなれなかった様に私には思えます。革命等の極端な手段を用いた場合は特に、この問題が大きく出る様に思えます。それ故に、政治形態について考える時や政治変革について考える時は、その裏付けとなる文化についての考慮が重要な気がします。
またそのために、本質的には社会システム改善には社会システムの良心たる道徳心等をはじめ、社会システムの心たる文化の改善が不可欠です。しかし宗教・道徳等が崩壊してしまった上で資本主義を取り入れたりしていた場合等は、拝金主義が極端になってしまっている事が多い。そして拝金主義等が極端になっている場合は一度破壊された道徳が安易に戻るのは難しいかもしれない。
それ故に、戻るのが困難であれば、道徳につながれる足がかりとなりうるものを使うのがよいかもしれない。例えば、始めは幻想の様なものや娯楽等のサブカルチャーを使って、自然に感性の中に道徳心をいれ、それをとりあえずの道徳の代替品として使う。そしてそれを最初の心の足がかりとして、そこに残っている文化に合った道徳等の復活や創造等を行うという手段も考えられる。
権力文化
文化という観点から考えると、国民のタイプが、そこで機能しうる権力のタイプを決める側面もある様に思えます。
例えば強力な独裁者が居ないと無数の権力争いで混乱し、社会として機能が維持し得ない文化をもつ社会においては、独裁者が支配する社会にしかなり得ない。そして独裁者が支配者の社会では、独裁者が支配者にしかなり得ない文化が、より育てられていく。
民主主義の社会においても、政治に参加するような文化が存在しないならば、誰も政治をやらないため、それも社会の混乱理由となるであろう。
そういった文化的条件があると思われます。それ故に民主主義を望む社会には、民主主義として機能し得る軍事的・経済的社会組織体制のみならず、民主主義として機能し得る文化を人民が持つ必要が絶対にある様に思えます。
民族文化
日本として統一された明治より以前は、
藩が準国家として機能していた様であり、各藩毎に文化を持っていた様である。
その後の日本として統一された明治以降は、藩の消滅や四民平等や外国文化の流入等により、”日本の”文化と言うべきものが創られているように思える。
そして、それによって、統一後の文化が実感的に中心文化として機能し、統一前の文化は実感的には、あくまでサブ文化として機能している事が日本が一民族として機能している理由と思える。
そして、それと同様に、世界中の多くの人々が協力しあって創ることで、自分たちの文化と実感できる新たな共有文化の創造を行い。そして、その文化の中で生きていく事が、長期的な意味において民族紛争を減らす事につながらないかという気がする。
ただし自国の文化は、ふるさと的感覚を作る自国の気候風土や、人種的感覚を作る自国の歴史、食べ物や気候風土や人間の生き方や幸せの感じ方、等の自分達の人間性の感覚そのものが反映されている。
それ故に、旧来の自分達の文化を粗末にするときは、文化的に地に足が付いていない感覚が在るように思える。
その場合、旧来の自分達の文化を粗末にして作った文化は肌に合わない物となって、自分達の文化と実感として感じることが出来ないかも知れない。
そのため、ゆっくりでもいいから、自分達の文化を大切にしていきながら行う必要もあるかもしれない気がする。
奴隷以下
過去の奴隷制度の奴隷の場合は、奴隷は主人の資産でもあり、あまり頻繁に使い潰すのは利益に反するため、あまり安易に使い潰してしまう所までは行かない部分もあった。
しかし現在の、民主主義ではない自由主義の労働者の場合、労働者は企業の資産ではなく、あえて言えば破損時の保障のいらないレンタルの様なものであり、使い潰しても企業利益に反しない。
そのために、死ぬほど悪い労働条件でも就労せざるおえない状況を作り、人の使い捨てをした方が利益を上げられる構造になっている。
それ故に資本主義は、特に封建主義的権力構造の資本主義は、そのあり方次第では労働者は奴隷以下となる為、その点に注意が必要な様に思える。
また、そのような状態にする事で、自国を植民地のようにしてしまうのが、世界的に流行っている様にも見えるため、ここにも注意が必要であろう。
民主の力
悪がはびこることは多い、誰もが善であれば栄えるべきであるとは考えるのに、また社会の多くの人間が善なる社会で平和に暮らしたいと考えているにも関わらず、結構、悪が栄えている、そういう社会は世界中に多い。
多くの人間が平和のを望んでいるのにも関わらず、悪と呼ばれるほうが栄えていて、善の力というものは実際には大したものではないように見える。
それは何故かを考える為、悪と善の力の差を考えてみる必要があるであろう。
悪と善の努力について考えると、意外にも思えるかもしれないが悪の方が、まめに働き勤勉で努力家である事も多い。
現実の問題として、悪であろうが善であろうがそれは関係はなく、何かを行おうとした場合、その意思の現実化には、それなりの力が必ず必要である。
力の無い者は善行も悪行も出来はしないのであるから、それなりの努力や結果としての実力が絶対必要になる。
悪との戦いと言う点でみていると、善は意外と悪との戦いの努力している者は多くない。
ただ生きるのにも多大な努力が必要なために、他の所に努力するのは大変だが、その努力がなければ当然強くはなく、悪には簡単に負けてしまう。この点は大きな問題かもしれない。
だから、本当の意味での善人は善である事に甘えず、黙々と善行が可能な力の蓄積をしていて、いわば”優しさから出た強さ”と呼べるものを持っていたりするものである。
更に悪人の場合は、弱者へのいたわり等に使う努力も無い。
また戦いの力の蓄積の怠りが、直ぐに破滅につながる事や、私利私欲に直接関わることも多いため戦いの力の蓄積は怠らない事が多い。
だが善人の場合は、弱者へのいたわり等に使う努力が多い。
弱い者にも優しいが、そのために、善である事に甘えて戦う力の蓄積を怠る者もえてして多い様である。
また、善と自他が認めていてる人でも善というより弱さや不精の裏返しで実際には善のごとく見えるに過ぎない人間やその重要性について自覚が無いような善が結構多いかもしれないのである。
確かに勝つ事が、善の目的ではなく、勝つ事が、悪の目的であるならば目的の違いにより、善の方が圧倒的に不利であり、努力のせいではないのでは部分が確かに多い。
その不利さ故により多大な戦いの力の蓄積が必要であるのに、そのわりには善の戦いの力の努力は小さすぎると言えるかも知れない。
そういう理由により現在は悪の力の方がかなり有利と思われる。
現在の平和も、悪同士の争いによる力の均衡による平和に過ぎないともいえる状態であり、社会全体としては善の力はあまりに弱々しいと言えるかもしれない。
ただ数からいうと善でありたいとする人数の方が結構多い様に思われるために、多くの人間の力を集結させるため組織化する事で悪に対抗する事が最も重要な事であろう。
しかし、いくら数が多くても力があまりに小さすぎては、あまり意味が無いので、個々の人間が力などを集積していくシステム、そして効率的にそれが出来るシステムを構築する事なども、もっと重視していく事がやっぱり重要ではあるだろう。
また悪人のシステムにおいては”命令を出す”と”出された命令を聞く”という形が強いため、、少数の命令を出す者の能力に組織の能力に限定される事が多い。
また命令を出すものが自分の優位を保つために残りの者の能力を潰すことが多いため、組織としての力は大きくないことも多い。
それに対して善人のシステムにおいては”助け合い”と”協力しあう”という形が強いため、多数の人間の能力の発展も集積も可能であり、組織が行使可能な能力の上限は善人のシステムのほうが高い。
そのために善人のシステムの方が全体の水準としてレベルのより高いシステムを構築する事が可能である。
他に善と悪との力の違いを比較すると、
善の手段においての自由度は、正義か悪かで限定されるが、
悪の手段においての自由度は、正義か悪かに限定されない。
善は互いに助け合おうとする目的のために集団力が強く、
悪は互いに戦い勝とうとする目的のために個人力が強い。
善は共に喜ぶ快感があり、
悪は孤独な優越感がある。
悪は戦いという能力等の潰し合いによって競う事になり易く、
善は競争という能力等の伸し合いによって競う事になり易い。
悪は破壊という簡単だが富の総数が減る手段が多く、
善は製作という面倒だが富の総数が増す手段が多い。
(これは悪は富の略奪等の他からの奪取りを防げると脆弱な点もある事も示す。)
善は可能な限り相手との戦いが無いために日常に緊張感が弱いが
悪は可能な限り相手との戦いが有るために日常に安らぎが弱い。
この例の様に、力の有効範囲や性質に違いがあるため、その有利と不利を考慮する事も大切かも知れない。
権力
政治家は”権力”があるとよく言う様だが、私には、”権限”があるのであって”権力”があるのではないと思える。
そして”権限”を”権力”として利用したとき、その政治家の機能は、政治家ではなく山賊等に分類されるかもしれないとも思える。
民主主義
現代の民主主義社会のシステムの真骨頂。それはシステムの下の者達がシステムの上の者達を決める。言い換えれば、命令を出される者が命令を出す者に対して、人事権を持っていて、必要であれば解雇すら出来る点にある様に思える。
それ故、必要に応じた人民による人事権行使と、実行可能にする組織のしくみが、民主主義において非常に重要に思われる。
ただ、その事が社会崩壊の原因になる様では民主主義には移行できない。
”民主主義は人民に資格を問う。”
人民自身が社会運営の主体になったという理由で社会が混乱するようであっては、混乱の分だけ民主主義には移行は出来ない。
主義社会
特定の主義こそ最高みたいな考えも多い様がである。
しかし、○○主義をX%、××主義をY%、△△主義をZ%…、といった様に人民の文化や環境等にあわせて、必要な所から必要な部分を適量づつ取り込むやり方の方が、むしろ重要に思える。
主義を体現する事が目的ではなく、人民の幸福を実現する事が目的のはずだから。
票と政治力
多くの政治家が政権力を重視しているように見えるが、票を集めのは政治力であって政権力では無いと知るべきだと思う。
実際に国民が投票に興味を持たれている時は必ず、「いい政治をしてくれるのではないだろうか。」と感じる人がいて、そこに票が集中している。更に、政治家として、やるべき事をやれていた政党は、悪口を言われたりしながらも票を保っていた様に見える。
つまり、政治家として、やるべき事も知り、やるべき事もやるならば票の獲得が可能なのだ。
更に、政治家とは実行者であって思想家ではないのだから、やるべき事が分からねば、分かる人から貰えばよい。そして、やるべき事が分かる国民の意志や考えを代表しとなり、それが国民に分かるように説明した上で実践さえしていれば、ある程度の政治は可能と私には思える。
政治のアイデア
今の政治家の能力にもっとも不足しているものに、アイデアと現状認識力があると思える。そして、その原因の一つとして、政治家はあくまで実行者であり思想家ではないにもかかわらず、政治家が政治を考えるという型にこだわり過ぎている点もあるように思える。
それ故に、政治家はもっと専門家や国民のアイデアや意見を大量に取り入れ、国民は自分の意見やアイデアを政治に反映させるべきだと思われる。
そう考えた時、今の政治に欠落している事の一つに、国民や専門化が意見アイデアを政治に反映させる仕組みと意志、政治家がアイデアや意見を国民や専門家から取り入れる仕組みと意志があるように思えた。
政治家改革
もし、政治家がやるべき事を為さない場合。その時はまず、やる気ある人材が集まって団体を作る。そして、勉強したり多くの人の意見を集める等して、やるべき事を全力で探す。そうすることで、まずはやるべき事を知る者となる。
その後に、やるべき事をしない場合の悪影響や、やるべき事を知る者という事実によって人材や資金等を集めて、更にやる気とやるべき事によって票を集める事で政治家となれば良いと思える。
そうすればおそらく、やるべき事をやるという事に関する期待の為に、国民の注意が集まるであろう。そして、社会をより良くするために自分達の意見で出来上がった政策であるが故に、それを取り入れた政治団体を国民は軽視出来なくなるのと思われる。そしてその為、その政党に票が集中する事が予想出来る。
これは、全力でこれを行った場合は、他の政治家は、これに対しては本質的には同じ手段でしか対抗は不可能である。それ故に、全力でこれを行った場合は、例え失敗しても、やるべき事を知り、やるべき事をやる人が政治家になる。その上、政治力が票につながるという常識が発生するので、その後の政治家は政治力を今よりも重視すると考えられる。
但し、これが成り立つには、一つ大事な前提がある。それは、票を入れる国民が、政治家として票を集めようとしている人達の持ってる、政策と、それを成そうとする意志が適切かを見分ける目であり、その判断に必要なマスコミの正しい報道である。それが間違っていれば、残念ながら間違いに合った狂いかたをすると考えられる。
時代規範
かつて過去においては”罪と罰”が一番の基本原則だった。そして、現代においては、”義務と権利”が一番の基本原則である。しかし、義務を果たそうとしても果たせぬ者は救えない。その種の限界を感じるために、未来においては”必要性”が一番の基本原則となるべきかもしれない気がする。
バランス
社会問題等を見ていると、例え正しい手法であっても、うまくいかない事も多々あり、原因はある種のバランスの問題であることもよくある様にも見える。
それ故に、何事でも適度なバランスは大切であり、そしてバランスについて考えるときは、両極端な時の弊害について考えるやり方が有効性が高いと思える。
政治判断
人命は尊い、しかし、命同士、又は未来の命運等との秤は、この世の中に存在する。それ故に政治家は時として命を秤にかけねばならない事がある。
そして、それ故、その時に必要な事を見分ける事が出来る判断力が必要かもしれない。そしてその判断の基準等を考える上で哲学等もまた重要なのかもしれない。
社会の部品
社会システムについて考えるとき、目的が”パーツのためのシステムでありシステムの為のパーツではない。”と明確化した上で、人をパーツとして扱う必要がある時もあるかもしれない気がする。
またそういう意味では、政治家とは社会システムのシステムエンジニアであるといえるように思える。
世界の成り立ち
人の作りし世界は人の欲望の作りし世界である。世界を知ろうと欲すれば、世界を動かしている欲望を知る事が必要であろう。
人は誰でも不幸から逃れようとし、そして幸福の方へ向かおうとする。人類の進まんと欲する向きを変え、人類を動かそうと望むなら、人間を動かしている不幸と幸福を知り、感じる事が重要であろう。
国家予算
あらゆるシステムで、出力の不足を補う為には、パワーアップより先に、エネルギーの無駄や洩れをまず減らす事から始めるものである。ただ単純にエネルギーを増やす対処をすると、無駄の絶対量が増えるだけではなく、その無駄なエネルギーが、自他のシステムに悪い影響を与える事になって、新たな無駄や動作不良等を起こしたりもするからである。
そして、”エネルギーを税金”、”システムを政治”に例える事で、国家予算についても同様に考える事が可能だと考えられる。
老人問題
老人が健康で病気にもならず、十分仕事が出来るほど健康であれば、大半の老人問題は乗り切れる様に思える。
それ故に、人間が高齢でも元気さを失わずにすむ研究する事で、労働力と老人医療や医療費の問題を解決し、高齢化社会を乗り切れないかと思う。
これが実現すれば、最も利益となるのは、生命保健、年金関係であると考えられる。それ故に、そこに研究を委託するのも良いかもしれない。
国際貢献
国際問題に対して、武官が、積極的に活動するやり方のが駄目ならば、武官が普通、軍事行動で対応する問題に対して、文官が文官としてのやり方で解決してみせるしかないのかもしれない。
組織入れ替え
腐敗が進んでいると言われている国際組織がある。
まず、その組織に対して日本が脱退して新規に日本で考案した同機能組織をつくりだす。そのうえで日本からの腐敗組織への出資を一切止めてしまう。そして日本からの新規組織への出資は全て変えてしまう。更に組織の必要なる部分は全て、日本で考案した同機能組織の方へ勧誘してしまう。そうやって、組織を丸ごと入れ替えてしまうという手段もあるかもしれない気がする。
消去
例えば、原発は主々多様な問題点があるのだが必要性があって存在をしている。そのため原発反対者は完全な代案を出し、原発の必要性そのものを消す事で、初めて原発そのものを消す事が可能になると思える。
このように、良きものの創造により存在理由を消去する事による悪しきものの消去を行う、やり方がある。この、創造による消去とでも言える消去方法が、多くの場合に対して、かなり有効な消去の手段なのかもしれない気がする。
政治的生存物
消えるべきものでありながら、政治的理由で消えない物もある。
政治的理由の強さから、どうしても消せない場合、”政治的理由に変化を与えない”、あるいは”政治的理由をより満たす”、別の何かと入れ替えてしまうという手段があるかもしれない。
憎悪拡大
民族問題等は良く見ると、経済格差、自治、差別、政治的弾圧等、事実上、他の問題の出口に使われている事が大きいように感じる。
しかし、そのため、民族や宗教を隠れ蓑とした不幸の創造行為に惑わされる事も多い様に見える。最も重要なのは正義でも無く道理でも無く、不幸の量と幸福の量にあると私には思えるので、その点の注意は重要に思える。
そして不幸の原因として経済格差が不幸の原因となっている事が多いようである。そのため、社会の金銭依存度を下げる事や貧富の差を下げる事が重用に思える。
また、不幸は人間の許す能力や善行の意志や行動の気力等を、低下させる働きもあるのかもしれないと思える。人が人を激しく憎むのは、自分の不幸や、自分が不幸であるという思いに原因の一つが有るのではないかとも思える。それは、自分自身の中にある、(必ずしも”憎む”理由と関係が有るとは限らない)不幸感とでも言うべき物が、憎悪を激しく増幅している様にみえるのである。
それ故に、その不幸や不幸感を多少なりとも軽減できる何等かの方法が有れば、多少なりとも人が人を憎む気持ちを軽減出来て、人の心から戦いの気持ちを少しでも、遠ざけられるかもしれないと思える。
自主政治
実際の戦争は如何なる理由があろうが不幸の創造行為である。少なくとも延々と続く戦の中で、他人に戦争をさせるだけの者ではなく、当事者でそれが幸福だったという実例を私は知らない。
それ故に、戦いをさせ続ける政治家の存続を許している限り、その国民は、その種の不幸から逃れられないのかも知れないし。本当に社会が良くなって欲しいなら、(政治家になる必要はないかもしれないが)自ら自身の手で、真っ当な政治を行う位の覚悟が必要あるのかもしれない気もする。
委託
民族紛争等の原因のひとつとして相互不信と恐怖感があるが、恐怖感を軽減させるには皮膚で感じれる安心感等が必要に思える。そして民族紛争等においては、せいぜい村単位程度しか互いに信用出来る隣人としては機能し得ない様に思える。その為、村クラスでコミュニケーションがとれる組織でないと皮膚で感じ取れる安心感に乏しいとも感じられる。
それ故、防御用に徹した傭兵や警察機能や交渉人や軍事力も含むディフェンスサービスを国連等で作り。そして要請があった場合、村単位などで雇える様に出来ないであろうか。
ただし、無償とはせず、金銭で支払いが不可能な組織については、代わりに労働力の提供をしてもらうべきだと思える。例えば訓練を施した後に、その組織等の活動員として労働力の提供をしてもらう。
それは等価交換とはならないだろうが事実上は報酬が目的ではなく、兵士となるべき人間の絶対量を減らすのも目的の一つ。兵士となるべき労働者に他の生き方やり方等を知ってもらうのも目的の一つ。多くの異なる世界の人間が協力し合って何かを行う事で人としてのつながりを持つ事も目的の一つである。
また極端な方法かもしれないが、同様に統治者を他から雇い入れるという手段もあるかもしれない。
争う事で統治権を競うような発想しかない人々等が延々と内乱を続ける社会。人々の憎しみや不幸を増幅させる機能しかない指導者。争いを続ける人々しか統治能力を持てない国家。等の市民の為にはならない、混乱を極めた国。あるいは自国民の政治家・警察官・裁判官等を全く信じられない国。そういった社会の場合、自国の人による統治を止め、他社会の専門組織が統治したほうが、少なくとも一般市民にとっては幸せかもしれない。国民の為の国家であって国家の為の国民ではなく衣食住は国家の存続にさえ優先するからである。そのために、市民が統治者を雇い入れて統治させ、そして社会が自治能力や自治の文化を獲得できるようになるまで待って統治権を戻す様にしたほうが市民にとって良いのかもしれないと思える。
統治される者が統治する者の人事権を持つ事が現在の民主主義のシステムの基本だと思える。その為に、その基本に反さないという意味で極端なやり方だが、こんなやり方もありえるかも知れないと思える。
また、あくまで自治にこだわる人もいるであろう。しかし、そういう社会は例えて言えば病人なのである。そして病人に必要なのは病気の治療で、その治療とは自立に必要な人材を育てる事、そして自治に必要な文化を育てる事だと思います。
紛争
生きる事が非常に困難な時でも、無知や無力や絶望等で問題を正面から道理の通った解決策を考えるのをあきらめ放棄することがある。
その時に、何にすがり、何の単位でまとまるかという点で、民族紛争になったり、宗教戦争となったりしている様に見える。そして権力闘争等がそれを無責任に煽っている事が多い気がする。そしてそれによる、民族紛争や宗教闘争等、世界には様々な紛争があるように見える。
しかし不幸は紛争によって更に増幅されていく。そして世界は不幸の改善策を悪や敵との戦いに求めすぎている。それによって真の不幸の原因と解決策を考える事を止めてしまい、不幸の原因は無傷で残り続けてしまっているのである。
それ故に病気治療における対処療法と根本治療の併用のごとく、民族や紛争の問題解決の努力と平行して、皆が生きやすくする等、真の問題点を解決する手段を進める事が重要な気がする。
逆向きの支配者(ソフトランディングする独裁者)
普通、支配者は軍事力等を用いて恐怖を与え、その恐怖を支配力として支配する。しかし、ある種の支配者は政治力等を用い安心できる生活等を与え、自分の権力の維持のために、その幸福維持の欲望を支配力として支配する。
それは、普通の支配者と、やり方が逆向きになっている、逆向きの支配者、と呼べるような人間支配のやり方である。
これに多少は近い事を行っていた政党は、国民の幸福の総量を増やす事を行い続けてきたために、色々と文句を言われながらも完全に権力を確保していた。
しかし、その事をやれなくなった時、逆向きの支配者でなくなったとき、その時には、いかなる権力の行使も幸福を放つ力には、とうてい匹敵するはずもなく、その支配力を彼らは維持できなかった。
独裁者は残らず滅び続けた。しかし逆向きの支配者であれば滅びることはない。なぜならば、かつての独裁者は人々を操るのに恐怖を放ったために、それを消去しようとする感情を被支配者に植え付けるが、逆向きの支配者は人々を操るのに幸福を放つために、それを維持しようとする感情を被支配者に植え付けてしまうからである。
それ故、たとえ権力の座から落とされたとしても、国民は自らの幸福の為に、逆向きの支配者を自らの意志で積極的に守らざる得ないのである。
逆向きの支配者に対して反論は大いにあるであろう。そして民主主義を絶対と考える人もいるだろう。しかし、とりあえず大切なのは、ゆっくり食えて、ゆっくり眠れる生活であるだろうし、いきなり民主主義で生きろと言われても旧ソ連の人のように、どうしていいか分からず、混乱するだけで社会が良くはならないと思えるのである。そこにおいても、いつかは民主主義の波は確かにあるだろう。しかし民主主義とは何かが分からない人々の場合、民主主義がどういうものなのか理解でき、国民が民主主義を求める能力や欲望が発生するまでには時間がかかると思われる。最低2〜3世代程、長くなれば何世代かかるか分からない程、時間がかかるかもしれない。
それ故その時まで、逆向きの支配者は必要かもしれない存在である。人間は良きにつけ悪しきにつけ、過去より現在、そして未来で評価するもの。それ故に、逆向きの支配者となり、逆向きの支配者として機能し続けた場合、その支配者としての地位も権力もその時まで失うことなく。そして、その支配者としての地位や権力を失うときが来ても、人々のから受ける恨みや憎しみは無く、天寿を幸せに全うする事が十分に可能となると思える。
社会秩序
いかなる社会においても、その社会にもっとも影響の強い組織の権力構造が、その社会の権力構造と言えると思える。だが、現在は、企業という組織の影響力が、国家という組織の影響力を上回っている。その為に、たとえ国家の権力構造が民主主義であったとしても、現在の企業の権力構造は封建主義であるために、民主主義国家のまま封建主義社会に移行してしまっている社会が増え続けている様に思える。
そして多くの国の場合、民主主義より昔の封建主義の時代において、封建主義なりの理想像が多かれ少なかれ成立して文化の一部分に残っている。その為に、社会が封建主義として機能した場合でも、最低限の理想が保たれている。
しかし合衆国等の様に、理想的封建主義の文化が存在していないと思われる場合は、理想が無い故に、社会秩序の崩壊は激しいものとなっている様に思える。
封建化
現在のアメリカ合衆国等、多くの民主主義社会は、国家より企業の影響力が増えている。それにつれて社会の権力構造は国家の権力構造から企業の権力構造へ実質的には移行し、次第に民主主義国家のままで封建主義社会として完成しつつある。更に物の流通や金の流通を押さえた郡県制時代の中国の様にさえなりつつある社会である様に思える。それ故に、このままでは合衆国等の民主主義国家の民主主義は永遠に失われ、中国のようになってしまうかもしれない様に思える。
転用不能化
救援物資を送る等の中で戦争への転用が危惧されるときがある。その時、エネルギーはガソリン等は止めて代わりに隣国が国境に発電所を置いて、隣国より送電線で輸出するという手段が考えられる。他には銃器の代わりに弓矢や車の代わりに馬や牛や電気自動車を使うという手が考えられる。食料については軍用備蓄をさせないため、賞味期間の長い物は用ない。更に横流し等させないために直接支給国が配給する等、配給にまで口か手を出す事が必要かもしれない。
また経済支援なら、そのためにいま一番必要とされるインターネット等のインフラの現物支給にして軍事転用の可能性がある施設や装備等は止めた方がよいかも知れない。
社会と貧富差
貧富の差が小さすぎても問題はあるが、幾つかの国々では、大きすぎる貧富の差が市民を作れず、実質上は貴族と奴隷いえる存在ができる。例えば、
”まともな社会を作れる力の無い者”と
”まともな社会を作る必要の無い者”。
”金の力で何でもさせることが出来る者”と
”金の為に何でもしなければならない者”。
この様な人々を作り出してしまうために、まともな社会が作れない気がする。
それ故に、先ず国内に貧富の差をある程度制限するしくみや規則等を作り、後に国々の貧富の差をある程度制限するしくみや規則等を作る必要があるのかもしれない。
核武装
社会システムという観点からの核武装の論議は多い。ただ戦争は国民ではなく政治家が始める事が多い。その為に、核武装よりも、強権で行わせている政治家個人をターゲットとした、精密確実攻撃の出来るミサイル等を一人につき1000発程用意しておく方が有効かもしれない。
他に実質上の、戦争指示者、戦争開始者、戦争継続者等、戦争行使のキーマンをターゲットにしておくべきであろう。
そして、いったん事を起こせば歯止めが取れたと言う事であり、即時 次の行動するであろうから、”起こされた事”それを、きっかけ・大義名分として即時使用する事にすれば、核武装より余程戦争抑止力となるような気がする。
また、時としてシェルター等に逃げ込む事もあるだろう。しかし、その時は、全ての情報網を切り取った上で、完全に出られないように無限の封印をして無と同等の存在にしてしまうという手もなくはないかもしれない。
森を目指す
環境問題は現在の主に、気象の面から炭酸ガスの量を問題にすることが多い。しし、天然資源やエネルギー等の浪費、そして果てはその背景である、経済システムの問題であるため地球全体を考えるのなら、あらゆる物流とエネルギーの循環として捉えて考える必要があるように思います。
自然の物流の一部分である人間の物流を司っているのが、経済システムである人間社会の物流である。鉱物も生物もエネルギーも、大局的には、自然から採取し自然へ返す形になっている。そうである以上、自然の復元力にあったもの、自然の流れにあったものが安定した流れを維持するためには必要である。そして炭酸ガスに限らず、自然の安定した物流システムを崩すような経済の暴走は、自然の現在の状態を破綻させる。そして現在の自然環境なくして人間が生きられない以上人間の生命もそこで終了する。
そういう意味で、現在の経済システムのままで景気を回復することは自殺行為に等しい。現在の経済システムでは、実際の必要量と無関係に、いかに多く生産して売るかが問題となる。そして敗者は生存が困難な程の状態になるため、生き残りの為の勝ち残り為に、競って資源を最大限消費せざる得い。それは自然の再生能力よりも、はるかに多くの資源の浪費となるために、自然を使い果たすのは時間の問題である。
たとえ効率改善を行っても、その改善以前の限界と同じ限界の消費量まで戦いが続くためにその効果は薄いであると考えられる。
そして自然を使い果たした時点で、使い果たした故に自然の再生が不可能となる上に、経済は自然を動力源とするシステムなので、貨幣経済に限らず、あらゆる経済の活動が不可能となり経済の活動が完全に停止してしまう。そして人間は自然が無いと生きていけなくなるが故に、人間の命運もそこで停止してしまう。
人類は地球の総てを巻き込み自滅行為をしたがる者として育った。それ故に、神がいたとしても、人間に対して与えうる慈悲はせいぜい、今度は、まともに人類が育つ様に歴史を零からやり直させる事ぐらいかもしれない。自然を使い果たす前に、人類の多くを消し去り、文明文化を総て消し去る事で。力を持つものは力に応じた責任が伴い、それ故に、無限の力を持つ神が存在したら、その神の持つ無限の責任故、地球の平和を守る為そうせざる得ないだろうから。
それ故、エネルギーや物流等の人のシステムの流れは、自然というシステムの流れに合った、安定した流れを作れる必要があるであろう。そう、例えていえば森に似た自然の一部である物流システムを目指す必要があるであろう。少なくとも、現行の経済システムより無駄が出来ない物流システムを構築する必要は絶対にあるであろう。
青々とした自然のごとき、都市という名の森を目指す必要があるだろう。
変動相場(大恐慌も消去可能な為替を安定化させる方法)
現在は変動相場の目的及び世界経済のバランスを不当かつ阻害する速さである。これを変動相場の目的及び世界経済のバランスを有効かつ正当に保つ速さ、おそらく、1〜2年間に一度だけ変化させる程度にすれば、相場は安定し大恐慌も起こり得ないと思う。以下にその有効性と正当性について記す。
株や為替の交換レートは、売買が関与している。そもそも為替の変動を利用して売買での金儲けが出来る。その事による変化が更に大きな変化となり、その変化が更なる大きな変化をもたらす構造となっている。
しかし、それ故にシステム自体が不安定となり、その度合は変動速度が早ければ早い程大きくなる。その為に、速すぎる変動を容認すると原理的に極めて不安定となってしまい、システムの本来の目的さえ阻害し、経済の実態から遊離してしまう。それはシステムの安定性から考えた場合、欠陥である。
それなのに、現在の経済活動全体が、実際の経済活動の影響よりも、構造上の欠点より発生した、ギャンブル的要素による影響が強いと言われている株や為替等の、売買によって大きく動かされている。このギャンブル的要素が、より社会力・経済力を持ち、より社会・経済を動かすということは、社会活動・経済活動全体がギャンブル活動そのものといえる。更にギャンブルが麻薬に例えられる事を考えると、人間社会が一種の麻薬中毒患者に例えられるとさえ考えられる。
現在、相場は世界中で、リアルタイムに刻一刻と、素早く変化し続けている。
一見すると、多くの人には変動速度は早い方が良いことの様に見えるかもしれない。しかし、いかなるシステムにおいても、システムの目的を有効かつ正当に果たし、システム自身を安定して機能させる速度こそが最も正しい速度である。
そう、変動相場制の場合は本来の目的に合った、変動相場制の不安定性を最少にし変動相場制の目的を最大にする速度が正しい速度である。その為には、経済力に合った株価や交換レートの成立させるという本来の目的の為に、ギャンブル不可能な程度に相場の変動速度を下げる必要がある。例えば、年に一度だけ変動させる程度に変動速度を下げてしまった方が、システム動作を阻害する不安定さが消え、本来の目的を有効かつ正当に果たせるのである。
ただ、これを行った場合は売買を職業とする人達が大量に失業するだろう。しかし変動相場制の目的は、適切な交換レートの成立であり雇用の創造ではない。たしかに失業者の発生は問題が大きいために安易に考えてよい問題ではない。しかし、株の売買等の社会的要請からいうと誰からも必要とされない職業と、通常の職業等の社会的要請から来る、誰からか必要とされうる職業と、どちらを優先すべきかといった問題がある。
徐々に変動速度を遅くし、ゆっくりと変動速度を変化させる事で、衝撃を多少和らげる等、緩和策は必要ではあるかもしれない。しかし早い変動速度は経済不安定の原因そのものでもあり、経済の全面崩壊阻止より、株の売買等の職種の優遇を優先させるわけにはいかない。いつか、大恐慌の様に、それが原因で経済に大きな打撃を受ける事となったならば、どちらかを切り捨てる選択を嫌でも、せざるをえないかもしれない。
もし、彼らの失業を避けるために、大恐慌の方を容認した場合でも、最終的には世界経済の破綻によって彼らは失業の憂き目に合うであろう。そして、大恐慌を回避した場合の失業の場合、再就職も可能だろうが、しかし、大恐慌を容認した場合の失業の場合、彼らに限らず失業者の再就職は、ほとんど絶望的だろう。更に機能的に大恐慌の原因そのものだった事により、大恐慌で発生する不幸に関する感情のはけ口として機能させられる恐れがある。
共有
資源の消費量を減らすため、資源とエネルギーの消費量の削減が必要で、個人が持ちたがる、持ち物の所有量を減らし。その事による消費量の削減という発想は有用と思える。また、生産の効率アップやリサイクルだけでは不足で、長期間使用の発想が必要である。そのために、ユーザーであってもオーナーである事に固執せず、私有への固執より共有や借りる発想等が、消費という観点からは見ると金銭的にも資源的にも無駄が少ないと思える。また、その過程で井戸端会議等もやれるために、それを通して他人とのコミニュケーションもとれて孤独も減るかもしれない。ただし、私有を認めないような極端な方法は無理があって良くないように思える。そのため、資産や物の私有を禁止するのではなく、共有したほうが楽になる状況を作って、後は好きにさせる方法が良い様に思える。
例えば、映画やテレビ番組等を定額制のネット配信にして、いつでも好きなものを見られる様にする。その事で自宅への蓄積を不必要にして各人の自宅が本やディスクで満杯になるような蓄積をする必要を無くす。そしてそれにより、資源の消費をせずにすむように出来るかもしれない。例えば、公共のタンスとも呼べる程の貸衣装屋でもつくり、必要に応じて借りれれば多大な服の所有者の所有量も減らせるかもしれない。例えば、図書館も学術等の他に娯楽等置いて定額制の図書館を作ったり、定額制のネット配信をしたりするという手段もあるかもしれない。
食事については、まず公的組織が店毎ごとに栄養の格付け等を行う。その上で、栄養の専門家による毎食に堪える身体にも良い食事の出せる外食産業の発達させる。その事で、一人当たりの台所用品や調理時間の短縮や素材の無駄や残飯の集積等もできる。更に食事する人は他人と合う機会も増やせるし、多くの人間の栄養状態を改善させる事も可能であるかもしれない。
車についてはレンタカーにすれば乗るときの気分で車を変えられるし、メンテナンスや車検等、所有時の労力を一切考える必要がなくなるかも知れない。
この様に、人間の欲望や損得勘定等により自然な形で進められる、共有の発想を進めていくことが資源浪費の軽減として有効であるかもしれない。
経済の流れ
現在の経済システムのままでは問題がある。経済の活性化が出来れば、自然破壊が進んで人類の生存が危ぶまれ、自殺的である。経済の活性化が出来ねば、貧乏な人から順番に死んでいき、殺人的である。また資本主義のシステム上では、より人体や自然といったシステムのハードウェアをより浪費したものが勝ち、負けたものは生き残ることすら難しくなる。
そのために、人の力が強くなり、人の競争が激しくなればなるほどに、生き残るために、競って人体や自然などを浪費せざる得なくなる。そのため、この自殺的と殺人的の間の隙間は人間の持つ力が強くなるほど狭くなる。そして、このシステムのまま推移すれば、この隙間は零になってしまう気がする。
また生産能力の範囲という視点から考えると、資本主義というシステムは人間の生産能力が一定範囲内の時のみ有効に思える。極端な例だが、お金になる物資生産を一人で生産してしまう場合、お金を稼げる人が一人となるために市場形成のしようがない。
そこまで極端でない場合でも、消費可能な物資は限界があり、人類の生産能力が一定範囲以上に向上した場合は、それにより、お金になる生産物の生産に必要人数の減少が起こる。また環境問題等から言えば、消費物は低く設定する必要さえある。それにより、稼げる人=物を買える人=市場の構成人数、の減少がおこり、市場形成が困難となる
。生産能力の向上は過剰な生産物と多すぎる労働者を発生させる。それは、資本主義を成り立たせるのが困難になるほどであり、更に人の競争が激しくなればなるほどに、この傾向は更に激しくさえなると考えられる。
またITについては、完全コピーが容易に可能なのが長所であり、情報の共有が電脳社会の真骨頂と言えると思える。それが今の電脳社会における自然な流れと思う。しかし、情報を共有を禁じる事で価格としての価値を作る等、長所を禁じる形でしか実行できないため資本主義との相性が悪い様に思える。
また共存共栄を目的とする社会を作る為には、強弱の差による、貧富の差が、ある程度制限される社会が必要かも知れない。
しかし、現在の資本主義の社会は弱者が強者の喰い者としてしか機能しえない、弱肉強食をベースとして強調さえする、野性に生きる獣の様な”獣の法”と呼べる法で社会を作ろうとしている。そのため現在の環境や貧富の問題に資本主義のやり方はそぐわないとも思える。
この様に、資本主義を考えると、資本主義という物流システムは時代遅れになっている。そしてそれに気付く事も無く、しがみ付いている事が、現代の経済システムがうまくいっていない原因だとも思える。金銭的な理由等により拒否しようとする者がいるだろうが、環境問題等の問題の知識が感覚的なものと共にあると、金を惜しむために治療を止めてしまう病人のごとく感じてしまう。
非集中化
社会において過去も現在も、貧富の差というものは、どの社会においても存在している。これはネットワーク科学等、つながりを取り扱う学問を見ていると、通常、ネットワーク構造等においてはネットワーク網の中の流れや動きは、集中化してしまうという事が分かっている。それは、金銭の流れについても同様の事がいる。つまり、金銭の流れのハブ(ネットワーク網の集中化した部分をハブと呼ぶ)上にある富める者はネットワークの持つ性質によって、より富みが増えていく。そして、金銭の流れのハブのつながれない、貧しい者は、ネットワークの持つ、この性質によって、より貧しさが増えていく。
このように通常ネット構造等においては流れは常に集中化してしまう。
しかし、自然の水の循環の場合は違いがある。無数の河川から水が流れ込む海という、最大ハブといえるものが中心にあるが、そういう巨大なハブがありながら、多くの地域に水はちゃんと存在している。ここまで極大化したハブがありながら何故、水は広範囲にちゃんと存在していなるか、理由を考えてみる。それを考えると海という超巨大ハブに対して、気化、降雨という水が水蒸気に変わる微細化がある。そして、それが広範囲に降る拡散化があって、これによって、水の存在の集中化が防がれている様に思える。
これは、生物においては、食物連鎖において食物連鎖の頂点にいる生物でさえ例外なく生物を全て分解して土に返す死と微生物による分解が拡散化がある。情報の場合は無差別広範囲に情報を発信するテレビ放送がこれに当てはまる様に思える。このように非集中化している流れというものには、どの様な事柄においても、必ず最大ハブと言える部分に広域拡散システムといえる何かが必ず付随していて、それにより集中化による弊害を消し去っているといえるであろう。
その事から社会システムについて考えてみよう。多分富める者がより富み、貧しい者がより貧しくなるという自然の流れを理想像とせず、多数の人間が仲良く幸福に生きていく事を理想像して社会システムを作り上げるのが理想であるだろう。そのためには、ある程度の以上の金銭の広範囲拡散機能を、どういう形になるかは別としても金銭の流れのハブに付属させる必要があるといえる。この広範囲拡散機能がどういう形になるかは社会システムの形によって変わっていく。例えば昔においては、権力者や金持ちの無駄遣いや施しがある。宗教における喜捨等がこの機能をもっている。現代においては国家システムにおける慈善事業や公共の福祉に、この機能があった。しかし現代においては、自由化、自己責任化などの美名のもとこの広域拡散システムは次々排除されている。その種のシステム不在であれば、当然、ネットワーク網のシステムの基本的性質として必ず貧富の差が拡大していく。そのために、現在の貧富の差は今後、拡大していくのみで、決して縮小していく可能性がない状態になっています。
今後この世界がどういう社会になっていくか考察していく上で、参考となる社会を考察してみると実際には、広域拡散システムの存在しない社会の例がある。そこには、経済・権力のハブとして官場という(官僚等の力ある人間の人間関係で構成された場)がある。そして、その官場の一員となれるかどうかで、奴隷と主人以上の極端な差が出来てしまう社会が中国にかつてあった。これは現在においても実質はそう変わらない過酷な社会となっている。
実際に、社会システムとしては、現代社会は中国的社会システム化が進んでいる。そのために、このまま広域拡散システムの排除を世界が続けていくと、この社会がどうなるかを知る未来像として、昔の中国の社会システムを知っておく必要はあるであろう。
それを参考にしたうえで、合衆国が民主主義の美名の下に進めつつある自由主義によって、今、世界が向かいつある、この社会につてい十分考えるべきであろう。そして、おそらく会社等の経済システムに何等かの形で富の広範囲拡散化の機能を付属することが、皆が仲良く幸せに暮らせる社会の育成のために必要であろう。富と力の有無の落差からくる激しい競争や貧民が貧民ゆえにドンドン死んでいく貧富の差からくる激しい競争社会。そこからくる人類を滅亡させかねない激しい経済活動。それを回避して、人類の破滅を防ぐため、何らかの形で広域拡散システムを取り入れる事が絶対にこの世に必要であろう。
社会移行
どんな社会に移行するとしても、ある社会システムから別の社会システムに移行する場合、移行をスムーズに行うには、日常生活の変化を最低限にするべき気がする。
また社会システムから別の社会システムに変更する場合、政治的に一遍に改革しようとすると、誰もがついていけないと思える。更に、システムの問題点が一気に、しかも各問題が絡み合ったりした形で噴出したりすると思えるために、うまくいく可能性が低いと思える。
それ故に十分にリスク等を検討したうえで方向性を変えるぐらいにして、手探りで少しずつ問題を解決しながら、文化的に行う方が良いように思える。
経済国家
経済の基本は物の動きであり、自然破綻や経済破滅を防ぐために、不必要に激しい部分の競争原理を押さえ、金銭よりもむしろ必要によって物を動かすべきではないかと思えた。
その事を色々と考えていると、企業の内部の物流等は、金銭でなく必要で動いていることに気が付いた。そこから、現在の社会を丸ごと一つの企業内部にしてしまい、社会の物流を一つの企業の内部の物流にするという、やり方もある様に思えた。
これは物を金銭ではない方法で動かす為に、やり方次第で貧しい社会の貧乏を無効にする手段としても使える可能性さえある様に思える。
現在の企業の状態を観察した場合、現在では企業の規模はかなり大きくなっている。その規模は次第に地方自治体や国家に近づいていて、経済的には、ちょっとした国家といってよいものまである。その為に、このアイデアは使用不可能ではないかもしれない様に思える。
ただし、社会によって、文化や歴史、宗教や民族性、食べ物や気候、風土等で人間の生き方や幸せの感じ方等、色々と違い、その多用性に対応出来ないと考えられる。その為、実際には一つではなく、それらの多用性に応じて幾つかにした方が良いかもしれない。
イメージとしては、例えば、企業に所属は国家への所属のイメージである。更に、社長の選出や権限等は大統領の機能やイメージである。更に、会社の役員等は政治家の選出や機能やイメージである。更に、企業間の金や物の流れは貿易の機能やイメージである。更に、社内各部門の機能役割は会社の機能やイメージである。更に、物流は会社の内部の物流のごとくきイメージである。
防衛組織から枝別れして進化していった国家という組織が、今ではもう、単なる防衛組織ではない。同じ様に、この組織は分類上、巨大経済組織から枝別れして進化させようとしているこの組織は、有る意味では単なる経済組織ではないかもしれない。
また移行時の混乱を最小限にする必要がある。その為に、現行の社会システムを出来るだけ変化させず、実質上、一つの企業の内部に現行の社会システムを、そのまま丸ごと入れてしまい、物流を必要によって動かすように、変化させようとするイメージも必要かもしれない。
ただし、集中した財力を行使している今の社長や株主などは、集中した権力を行使していた昔の領主や王様などに、権力の強さが似ている。その為、現在の企業の権力構造を、そのまま使用した場合、国家という軍事の民主主義組織に対する、企業という経済の封建主義組織の強大化と共に、民主主義が実質的には衰退または消滅してしまう。この様な、現在流の財力による封建社会に移行してしまうという民主主義と逆の方向性に、現在社会は向かってしまっている。
その為、そのままでは、企業の長という貴族と、企業集団の長という王に支配されるという形の、絶対君主の支配する絶対王政という現代流封建社会の絶体王政の作成になってしまうと考えられる。更に、今のままでは、その社会で通じる社会機能は野生の獣のごとく、弱者は強者の喰いものとしてのみ機能する弱肉強食を最優先する、獣の法と呼べる法であるという点も気になる。
それ故に、まず先に権力構造に着目する必要がある。昔に、国王個人の私物である国家が、大多数の人間の幸福を優先する思想から民主主義に変わったように、現在、少数株主の私物である企業も、大多数の人間の幸福を優先する思想から民主主義に変える事が必要である。
更に、企業の目的を少数株主の利潤の追求から所属者の共存共栄に変更し、その目的のため社会システムの基礎思想も”権利”や”義務”に対して”必要性”の割合を増やす必要性があると思える。
その点に注意しながら、発生時の構造は役割は企業的でも、最終的な目的となる構造や役割は”国家やNGOやボランティア団体”に近いぐらいのシステム。真の民主主義化を進めるための”経済組織の民主主義化=共有化”という形の共産主義社会。そのようなシステムを目標として目指す必要があるかもしれない。
更に、巨大過ぎるシステムは、不安定である上に、権力の過大な一点集中の原因ともなりうる。その為に、それを防ぐため企業の内部の各部門の独立性を高める必要がある。、たとえば人事権などをインターネット並みの独立性を持たせる。または、現在の”会社”並みの独立性に高める必要はあると思える。
組織構造としては、何等かの方法で、
”企業における、特定の個人や組織の行使できる株主の権利の上限を定めた、行使条件を株式システムに強要させる社会を作る。”
”企業における、特定の個人や組織の行使できる株主の権利の上限を定めて、権利制限された株券により成立させた企業を作る。”
等の手段により組織の封建主義化を防ぐ必要があるであろう。
その上で更に一般企業、NGO、民間軍事会社等が機能的な意味での周囲と、相互に株の持合をする。それによってインターネットの様な特定権力の管理下にない、緩やかな繋がりを持つ巨大な企業の群体を作る。そしてそれによって、企業間の物流を金銭ではなくて、株主の権利を使って必要により動かす等、インターネットの様に特定の管理者が存在せずに、横のつながりのみがある社会構造にする事等考えられる。
また管理職の人や組織全体が不当行為を行ってしまうこともあるだろう。この時、株主である、社員・消費者・周辺企業・他大衆等が株主の権限を使い、株主総会等で、命令撤回や解雇や降格や責任追及を行う事が出来るようにする必要があるであろう。
ただ、この企業の群体は、独占的な、一つの巨大な企業体に見えるかも知れない。しかし、実質は、これは個々の独立をした企業が互いに影響しあっているだけのものであり、あくまで個々の企業は独立をしていて、一つの巨大な企業の作成となってはいない。仮に一つの巨大企業とみなしても、人民の意図により活動内容が決められるために、人民に対する不当な商業活動の強要を防ぐ独占禁止法等は適用根拠が存在しない。
また、企業間の”物流”を”金銭価値の全く付属しない物”の動きとして行う事が出来るのを利用して、税金対策として使う事も可能かも知れない。
所属する軍に関しては、規模からいって国家の軍には国家の軍でしか戦えない。そして、その行動目的は独裁権力者の暴虐行為の阻止となるであろう。そのため、仮想敵はおそらく、私物化をされている封建的な組織、特にその独裁権力者である。更に、犯罪組織の類や、その犯罪組織を支えるシステムそのものも敵になるであろう。それ故に特殊部隊ないし特殊工作員の様に小規模だが精鋭で構成された組織、極端な言い方をすれば組織のタイプが、忍者とかゲリラの類に似ているが構成員が少数精鋭達、といった正規軍を主要な部隊とする軍隊組織が、企業の群体には適しているかもしれない。
また、この種のシステムにおいては周囲の組織や株主に不要とされた部分は、アポトーシスを起こして消え去る必要もあるかも知れない。そして、それは周囲と相互に株を持ち合っていれば十分に可能なことかもしれない。
ただし、この類のシステムを他人をただ働きさせるシステムとして、機能させようとする権力者の発生も予測される。そのために、その点には注意しながら、システム変更よりも、むしろその裏づけとなる社会システムの心である文化を育てる必要があるであろう。更に進め方として、目的さえも仮の物として、その方向性や各種バランスを試行錯誤や再考察など実践の中で考え、社会の行く道を常に考え続けていく事を重視する方がよいかもしれない。
少なくとも現時点では、民主主義の文化も知識も持っていない社会が多い。その為に、民主的封建主義とでも言うべき機能が精一杯の社会が多いと思われる。それ故に社会を”育てる”ことが優先させる必要があると思えるのである。
ただ、文化を育てると言うが”育てる”のはそんなに簡単な事ではないと思う。例えば子育てが、子供の”調教”や”洗脳”でなく、”教育”である事を考えれば、文化を”育てる”事がそんなに簡単な事ではないと分かると思う。
ただし、あまりいっぺんに変革を進めると、多くの人がついていけないうえに、失敗時の対応等が人の能力の手に余ると思える。特に弱者に、この種の事のしわ寄せが来やすい気がするので、ゆっくり行うのが無難な気がする。
更に、このシステムは、現在の国家システムと並存が可能なシステムではあるが、国家システムが完全に崩壊してしまった場合は、このシステムを完全に国家の代わりに使い、壊れた国家システムは元凶もろとも切り捨てるという選択肢もある。
ただし、国家レベルの巨大で複雑な組織作成する場合は作成そのものが大変な上、例え作成が出来たとしても、システムが成熟するまでは100年単位の時間がかかるだろう。更に、検疫やアイデンティティ等の問題もある。その為に、無理に移行を考えるより、とりあえず現在の国家という社会システムを壊れないよう改善して、これからも続けていくべきだろう。
とりあえずは、文化的なものとの釣合い等の事を熟考していきながら、企業に理想のために必要な機能を少しづつ試行錯誤をしながら付け加え、それと平行して企業の民主化を続けていくべきであろう。そして、国家システムと並存を考えながら規模の拡大をしていくという進め方が良い様に思える。
物流改革
まず企業の民主主義化の為に、企業における、特定の個人や組織の行使ができる株主の権利の上限を定める。そしてその一方で、株主に対して、お金や生活物資や食事券、等々の配当により、”人間として必要な生活の、必要最低限の確保ないしその補助”を行う。更にそれによって、最低限の購買力をもつお客の作成ないし作成補助による、”企業に必要な市場の作成”を行う。そのような、やり方もあると思える。
更にこの方法は、企業自体を売買する株券の使用の割合削減化にもつながる様に思える。この方法は、倒産等により、株主の権利が消滅してしまうという問題点はあるが、例えば水や電気や道路等の、インフラ系統の会社なら倒産しにくいかもしれない。また、インフラ系統の会社は人民の意見の重視が必要な組織でもある為に、ここは重視の必要があるかもしれない。
また、もし年金の破綻が避けられないとしたら、まず民営化したインフラ組織等の株という形で年金を返却してしまい。そして、その株に更に自分で購入した株を序々に買い足して増やしていき、その配当金を年金の代用品として用いる等、やり方次第では年金等の代わりとなるかもしれない。
その上で、更にこの考えを拡大して、
”必要なもの全ての生産企業をひとつの企業の内部に入れ、その企業の個人株主の持つ権利により必要によって物流を得る。”・
”必要な物資の生産企業すべての株主になり、その企業の個人株主の持つ権利により必要によって物流を得る。”
そしてそれによって、個人株主にたいする最低限の生活の確保等に必要な物資等を”金銭”ではなく”株主の権利”によって得られるシステムを作る必要があるかもしれない。
そして、必要なものを、そうやって得る割合を社会の状態に合わせながら徐々に拡大して。経済組織の目的を、特定少数の株主の私有物として金銭を稼ぐという目的から、少しづつ、不特定多数の株主の公共物として物資の支給や社会奉仕を目的と変えていき。いってみれば、巨大なNGOや、社会の経済活動を一手に扱う、幕府の経済版とでもいえるものを作る必要があるかもしれない様に思える。
このように、株主の権利で物資を得るのに労働の必要が無くなった場合でも、企業が倒産すると、その企業の株主権利は消えてしまう。そのために、この様な経済システムの場合には、その主な労働の目的は、金銭を稼ぐ事から、自分が株を持つ企業の存続や株価維持の様なものになるかもしれない。
コンピュータネット経済
経済はコンピュータネット時代と言われている様である。
しかし、コンピュータの世界では無限に情報のコピーが出来る方が自然な行為であるが禁止される。このように、コンピュータの世界の特徴を無視している様に思える。
それはあくまで”新しいものは全て、その性質とは無関係に必ず資本主義の性質にあうはずだ。”といった錯覚であるように思える。そして資本主義経済に無理矢理当てはめようとしているに過ぎず、コンピュータネット経済と呼ぶには何かが違うと感じる。更に言えば、現在のIT社会が進もうとする流れの方向見ていると思えることがある。かつては欲望によって資本主義が台等をして来た側面があると思える。(IT内部限定の話だが)しかし現在、欲望によって共産主義が台等しつつあるに思えるのである。無論IT外では話は別だと思える。しかし、帝国主義が終わっても軍隊は有るのと同様に、資本主義的側面が消えてなくなるわけではないだろう。そのようにIT外部でも内実は、その影響で変質して来る気がしている。
電気自動車の電池
電気自動車に、おいて電池の充電にかかる時間が一つのネックとなっているようだ。しかし、まずバッテリーの形状や電圧等を規格化し販売はせずに全てレンタル制にして。予めバッテリーの交換が素早く安全に出来るように車を設計して。バッテリーはガソリンスタンドで常に充電して。バッテリーはガソリンスタンドで丸ごと交換するようにすれば、エネルギーの供給は速やかに行うことができる。また、これは設計の仕方によっては、もしかしたらコンビニ等でも可能な事かもしれない。
この様に技術の欠点を社会システムで補う方法を用いれば、この種の問題は軽減できる様に思える。
発電
環境問題から石油ではないエネルギーが求められ、太陽発電等、多数の発電方法が現在考えられている。
自然の発電方法の多くは、エネルギーの密度や変換効率や絶対量において根本的問題がある様だが、それに対して社会全体の省電力化をかかげる者も多いであろう。
確かに単に、多大なエネルギーの消費というやり方にあわせるという形では、例えば廃熱等の種々の問題点があると考えられる。そのために省電力化や太陽電池の効率化などにより、それが可能なもの、そして出来れば全てのものに対しては、引き続きその省電力的方向性で行なっていくことが理想といえると思います。
ただ、工場を稼動させたり等、どうしても大電力が必要な事のためには、やはり何らかの大掛かりな発電システムがどうしても必要であろう。太陽発電等は、少なくとも現行の主要発電の代替までは不可能と言われている。少なくとも現在のは原発などの存在理由を消去する程の発電システムには至っていない様に思える。ただ、現行の石油や、その代替エネルギー源の一部では使い減りして先行きの限度が見えている様にも見える。
原子力が現在は有力視されている。しかし、テロリズムや地震等による破壊時、チェルノブイリに匹敵する汚染は確実である。原子炉の破壊が起こったあとは、無数の人間を危険に及ぼさずに処理する方法がないため、存在自体が危険である。そのうえ、廃棄物も放射能が消えるまでの長い期間、安全に保持していけるとは思えず、安全技術に信頼性がない。
更に、チェルノブイリ事件や臨界事故等見の実例がある。それら事件を見ていると、原発に関わる人間が無知な上に無責任な行為を繰り返すため、とても安心して任せられない状況である。つまり原発運営を行う人間にも信頼性がない。
また、もし、永続性を重視するなら長年にわたった安定供給が必要だ。そのためには、大自然の流れからの取り出しが正当で自然なやり方だと思える。そのため、地球の自然な流れに発電システムという人間社会のシステムを加えてエネルギーを少し取り出す手段が必要である。そして、そんな方法の中から大規模なエネルギーを取り出せる様な発電システムを探し出す事が必要といえるであろう。
そして自然のエネルギーの流れの中でエネルギーの密度や絶対量において、原発の存在理由の完全消去が可能な程の発電に有望そうな天然現象について考えてみる。そうすると、雷とオーロラが思いつくが、オーロラは地球上での天然現象ではなく、現象の範囲も広大となるため。その為に、地上への送電方法やエネルギーの変換方法やメンテナンスが難しそうである。それ故、雷の方を考察してみる。
それには、雷雲と地上をつなぐ道をつくってエネルギーを取り出すようなやり方が必要かもしれない。例えばレーザ誘雷の超大規模なものとして、宇宙に大量の鏡を置く等の何らかの手段を用い光を集中させてから大気中に入れて光の柱を作る。そして、その光で大気をイオン化させて電線の代わりとして、天と地面の電位差を使って発電すればよいかもしれないと思える。
この方法は応用としてオゾン層に作用することは出来るかもしれない。応用として宇宙のゴミを気化して消し去る事は出来るかもしれない。また、技術的には電気エネルギーのコントロールが問題と思われるが、必要に応じてエネルギーを取り出せば蓄電の必要はあまりないかもしれない。そして、雷の総量程度、取るのなら、地球のエネルギーの流れの循環も、あまり乱さないかもしれない。
ただし、これは武器として使用した場合、核に匹敵するほどの強大なエネルギーである。そして、その一方で放射能汚染等の可能性が無い分、気軽に使える。そのために、核兵器より危ない武器となりうる。武器として使われる可能性や攻撃目標と感じたものの過激な反応の可能性を考えると、この管理運営は、武器に使う可能性のある所は排除される事が絶対に必要とと考えられる。それ故に、武器を多用している組織・国家等には管理運営はさせられない。更に同クラスのエネルギー原子力すらを武器として使用している核兵器保有国は管理運営はさせられない。武器の多用や核兵器保有の理由と同じ理由によって武器に使う可能性が極めて高いためである。これを武器にする明確な意志を組織が持つという理由からである。(米国、ロシア、中国、でも例外に有らず。)その可能性があるなら、このアイデアそのものを実践してはいけません。
もしこれに反し管理運営を行った場合、この”武器”によって攻撃されると恐怖に怯えたものが、先制核攻撃さえ躊躇しないほどのを攻撃を仕掛けてくる可能性さえあるでしょう。核兵器保有国は確かに少ないかも知れません。しかし、自前の核を使うとは限らない。要は、敵地内で核が爆発すれば何所の核でもいいという攻撃になるかもしれません。
また、攻撃行動を軍事行動として行うとも限りません。9.11テロ・炭疽菌手紙等にて、軍事活動を使った破壊行為ではなく社会活動を利用した破壊行為という方法が使われ始めた。それに対しては軍事力が抑止力として機能するさえ疑問が残る。仮に抑制をした場合でも経済、特に流通に対して多大な実害が発生して、攻撃への対処が成功しようと失敗しようと経済的には破壊的影響を受けることを免れる事は出来ない状態となるでしょう。
第三章 グランドデザインのイメージ
この章では、第一章と第二章に書いた知識から見えてくる世界を書いたもので、現在の世界の状況と目指すべき世界の状況の姿が書かれています。
世界の現状
これらの知恵から見えてくる現状は、民主主義の名のもとに自由主義が、はびこる事で社会の再配分のシステムが次々と破壊されている。その為、経済的な勝敗の差による貧富の差は、あまりに酷く、敗者は満足に生存さえして行けないほどの酷いありさまである。そして、逆に勝者となると無駄の限りを尽くしたくなるほど裕福になってしまう、そういう社会である。
そのために、競争が激しい。そして、自らの生存のための勝利のために、より自然をひどく貪り続けなければならないシステムである。そう、負けない為の自然浪費や勝った者の自然浪費が激しいために労働者自身の体や経済システムの動力源と呼べる自然等の消耗は著しい。それは人間や自然の破壊が人類の生存さえ脅かすほどに進まざる得ない社会である。
人類の生存の為に、この経済の暴走をなんとか緩和させる必要がある。そのためには、現在の異常に高い競争を抑えるために、敗者でも、そこそこ幸せ暮らせるシステムが必要となる。
ただ、企業は儲けるか儲けないかという選択肢があった場合、必ず儲けるという選択肢を選択するものである。もし、善意によって儲ける方を選択しなかった場合は儲ける選択をした企業に敗北してその企業は無くなる。そのため、経営の企業者が善意を持つか否かに関わらず、企業システムというものは儲かる道をとったものしか存在はしない。
この性質を企業が持たざる得ない状態であるという、社会システムを放置してい状態である。その事が企業システム、そしてその影響を多大にうけてしまう人間社会というものが環境を破壊する方向を決して変えられずにいる原因である。国家による抑制もありうると考えるかもしれない。しかし、国家の運営者も企業システムの財力下でコントロールされつつある。その為に、この抑制も大局を動かすほどのものとはなり得ないであろう。そして、現行の経済システムでは、それに反すると、ただ消えて無くなるだけであるので誰もそれをコントロールできず、全ての企業がそこから抜け出すことが出来ない。それが現在の状態である。
それ故に、現在とは違う再配分システムが新たに必要となっている。そのための、この新たな再配分システムに必要な条件を考察してみる。貧富の差を限定し、資源の使用を最低限にするために競争を制限されたものにするため、強者の資産の上限にも弱者の資産の下限にも制限が必要である。そして、貧しくても最低限の物資や福祉サービスが正当に供給されるようにすることが必要である。そうすることで、競争も限定された範囲内に限定可能にできるものが必要だと思われる。
だが、環境が破壊され人類の生存条件が壊れていく様が見えていても、利権が失われる恐怖より自分を含むこの世界化失われる事が恐ろしいと言う事に気付ける人間、そして感じる事も出来る人間はまれである。更に、それに気付けても、恐怖や怠惰から、人は概して、真実を拒否し、あざ笑い、弾圧し、見たくないものは絶対見まいと意識的・無意識に頑張るものである。それ故に強者は、自分も含む世界が壊れていくのが見えていても見ようとせず、自分を含む世界の維持より自分の力の増大を優先する。そしてその為、弱者に全て破壊の弊害を押し付け、全て破壊を見て見ぬふりする。それを示す科学を始めとする真実も力で歪め続けてしてしまうため、世界を見て見ぬふりをしながら自然破壊と弱者抑圧が進行して行く。弱者も大概は世界が壊れていくのを見まいとはする。しかし、世界が壊れる時の被害を最初に受けてしまうため改善をしようとはするのだが、大概は、ただ強者に押さえられるため改善の力ない。そして、結局、強者が全てを犠牲させても無視出来なくなるまで危機は進行していくのである。
そのため強者の無法と弱者の無力の改善のための手段としての民主主義化、そう封建主義社会から民主主義社会への移行の必要性があるであろう。現在においても国家システムは確かに民主主義ではある。民主主義国家においては民意をもって社会システムの変更を行い、社会システムの改善を行えると考えている者も多いとは思う。しかし実質的には不可能に近い状態である。その理由は、資産家・権力者は幅広く力を行使できる。その為に、人民が人民のためになるようにシステムの変更をしようとしても、力を持つものが、力を用いて私利私欲を満たせるようにシステムの変更を行うだけなのである。結局は民主主義の軍隊であろうと金の力で政治を動かし企業の軍隊として機能させる事さえ不可能ではない。その為、実質的には国家の軍隊でさえ企業の軍隊と言える状態といってよいであろう。
このように国家システムが民主主義であっても、それの中で強い力を使えるシステムが封建主義のために、実質的には封建社会なのである。この世界は実質的には民主主義社会として機能はしていないのである。
このように封建的な構造を防ぐために、実質的な民主主義の構築が必要になっている。特に、ここで気を付けなければならない点がある。それは、実質上の民主主義とは何かという事で、社会における権力構造とは、結局は、その社会における最大の意思強要力を持つ組織の権力構造である。そして、それは、国家組織から次第に経済組織、特に多い組織形態である株式会社に代わりつつある。その為に、この経済システムそのものを民主主義化しない限り、この社会は民主主義社会としては機能しない。そして、この経済システムを民主主義社会としない限り、この社会のを改善が出来る可能性がありえないのである。
現在の株式会社の基本的は株主の所有物として作れた組織であり、事実上、少数の大株主の私物として作られたシステムである。
民主主義の目的とは何かという事を考えてみると、富や権利の適度な再配分による、より多くの人の幸せである。その為に、弱者でも持てる最低限の権利の保障や、強大な権力者の権利制限をして、皆が同じ人間として仲良く幸せに暮らすことが出来るようにする事である。
そういう条件の経済システム民主主義のシステムの構築を目的とした契約条件を持つ株券によって成立した株式会社の発展が必要不可欠であろう。
そこから、世界改善への道が見えてくるだろう。
来るべき未来像
来るべき未来、遠いかもしれないあるべき未来の姿。ある意味、今の文化と多大な変化はない様に見える。しかし、権力や物流についてよく見ると違いがある。多くの人の努力の中で、民主主義の文化と共に成立させた経済システムの民主主義化が国家システムの民主主義化と共に徐々にではあるが、いたるところで成立がなされている。多数の人を押さえつける事のできる程の権力は、もはや存在しえない。その為、大衆の愚かさゆえの過ちはあるが、その代わり不当に弾圧できる権力者は、もう存在はしていない。
貨幣制度がなくなったわけでもないが、株主の権利で必要最低限程度は得られるようになったために、その影響は小さくなっている。その中で、かつてあった貧富の差は多大に軽減され、犯罪まがいの事までしてお金を手に入れる事も、自他が壊れるほど働く必要もなくなっている。今はよくいる貧乏すぎて命を落とすほどの貧民の姿も、無数の人間を支配する程の金持ちの姿も、もう見当たらなくなっている。
そのシステムの破壊やシステム内外での巨大権力の掌握や社会支配を目指す者はいた。しかし、攻撃すべき中心の無いネットワーク状態の周囲の全てに、ゲリラの様に反撃されてしまった。しかも、そのまた反撃をしようとしても反撃すべき中心対象が無くい。全てを破壊してしまうと支配の対象の消失となって支配の努力は意味が全くなくなる状態になるため、反撃しようがない状態で消え去っていった。
全ての私有にこだわっていた文化や社会システムは消え去った。無意味に浪費されていた資源は共有の文化と共に社会システムの元、多くの人間が共有する事で最小限の浪費に抑えられている。そして効率的に誰でも資源の恩恵にあずかれる形で運用がなされ、その事で自然環境は徐々に回復をしはじめる。
未来に怯えていた人々も、社会や自然環境が徐々に良くなっていく事実を伝えるマスコミの記事を貪るように読む事で、人類の未来への安堵感を得はじめた。
例え、かつての様に多大な富の蓄積を図ったとしても、このシステムにおいては資本で社会が動くわけではなく株主の権利には制限がある。その為、蓄積することに多大な意味のある蓄積物が無く、何にせよ蓄積する事に昔ほどの大きな意味はない。
貧富の差の軽減と弱者の生存に必要な物資の保障により、仕事が生存をかけた戦いでは無くなることで暴走する経済の消失している。競争の軽減された人々の生活には、生きるためだけに生きるわけではない人生を享受する余裕が出来始めた。そして、勝つこと以外にも価値を見出す文化が広がっていきつつある。
富の偏在を真の原因とする様々な戦争を含む様々な戦いは減少していき、この世界は平和への道を進む事となる。
第四章 説得アイデア
この経済システムの民主主義化である企業の群体等のアイデアは、世界が改善されるために、進めることが絶対に必要だと思います。ただ、各種組織や人々を理想だけで動かすのは難しく、各種組織を実際に動かすには何らかの損得勘定を説き、利権等の何らかの動かざる得ない理由が必要になるであると考えられます。
そのため、この章では、この企業の群体のアイデアを中心に、社会の改善を促すために必要なアイデアについて書いています。正論や利権を説くなり、脅しをするなり、何らかの方法を考えるときの、基礎アイデアとなりうると思われる、自分のアイデアについて書いています。かなり過激と思えるアイデアもあるでしょうが。しかし、世界の現状を見た場合、本気で世界の改善を考えるならば、おそらく、これでも最低限度の過激さであり、これ以下にした場合は何の効果も得られないかもしれません。
説得、日本(経済治療)
今日の日本の、製造業をはじめとする企業が自己防衛するために企業の強化と金融業関係の勢力から守る必要がある。
その目的達成の手段として、まず製造業の業務の安定化が必要であろう。その後に会社の権力構造をネットワークのような群体構造として特定の権力下という封建的な要素の排除する事が必要であろう。更に全ての物流を株主の権利で動かす再配分システム成立させることを考える。
それにはまず、現在の歪んだ経済構造の改善が必要であろう。即ち、株や為替の売買による収入者が、最大の経済力を有する事。そして、短期の株価向上のため長期投資等の会社の強さの元を消滅させたり、会社システムを動作不能になるまで解体したりして、会社の強さを著しく破壊する事。そう、世界の経済システムを、どんどん破壊していくという形で利益をあげる事が最大収益を上げれるという、歪んだ形の経済構造の是正が必要になる。
それには、そもそも、このことが起こる原因としての、株や為替等の変動システムの欠陥がある事が原因であるので、為替や株等の変動システムの欠陥の是正が必要であろう。
為替や株を変動させる本来の目的は、各国の経済状態に合わせた交換レートの成立や各会社の状態に合わせた株価の成立にある。しかし実際には売買自体が職業として成立までしてしまってい、しかも、企業活動より儲かる職業として成立してしまっている。その為に、多くの人間が企業システムの破壊するか否か等を無視した形で、しかも売買という職業上の利権を増やすために更に激しく、この行為が進行している。
しかも実際に社会を支えている経済システムの阻害や破壊をするか否かさえも無視した形で機能をしている。その上に、現在の会社のシステムは株主の私物であることを前提として作られているために、これに対して異議をいう権利さえ存在しない。
このシステム欠陥を防ぐために、変動の速度を遅くする事、おそらくは年に一回程度まで遅くする事が必要である。その理由は変動の結果が原因に与える影響の極端さを減らし、変動を安定化することである。その事により、経済システムの破壊をする度合いを制限すること、そしてそれ自身が職種として成立し得ない状態を作り出すことが必要である。その事よって、本来の目的がはじめて果たせる状態になるのである。
いかなるシステムにおいても、システムの目的を有効かつ正当に果たし、そしてシステム自体を安定して動かせる速度こそ正しい動作速度である。株の本来の目的は資本集めであって売買でもうけることではない。社会システムを破壊してまでこの職種を肯定する正当性はこの世のどこにも存在はしない。株式会社が株主のものであるという理由を、言う者もいるかもしれないが、それは別に否定はしない。ただ売買で儲けられる動作速度を肯定するか否定するか、そして経済システムを破壊するシステムを肯定するか否かは、それとは無関係な問題である。
この売買速度の低下を行い易い時期について考えると、大恐慌の発生時であり、もし大恐慌が発生した場合、あるいは起ころうとした場合は、これが唯一の解決手段になるかもしれない。ただ本来、今すぐにでも実行すべき事ではあるが。
こうして経済を安定させ、更に、社会に必要とされない株売買等の職種を消滅させる。そして、そこに今まで回っていたお金を、通常の社会に必要とされる職業に回るようにすることで、産業の健全化を目指すことが必要であろう。
またこれにより、資金調達のための株券発行を買ってもらうための手段としての株売買という職種が消去される。それ故に、他の手段に頼らざる得ない状態となる。そのため、株による資金集めの手段として株の所有者に対する配当金ないし生活物資の配当を得られるという理由により、株を売るという手段が考えられる。ちなみに現金より物資の配給方が割安になる。なぜならば配当量は定価計算での配当量と出来るが、必要経費は仕入れ値となる。それ故に売値の値段と仕入れの値段の差額の分を、実質上の支給金額が減らせる。仕入れ価格を最大限抑えられれば、かなり割安に出来るため、こちらの方がかなり割安となりうる。更に考えれば、現在の人間の大いなる不安材料として医療や衣食住の不安がある。これを解消可能な権利や配当を会社の持ち主の一人である株主の権利として、株券の所有量によっては会社からの提供をする手段がありうる。そうすれば”会社が存続する限り”死ぬまで衣食住の心配がなくなるという魅力により、資金調達のために必要な株券を売る事が可能かもしれない。
衣食住の心配がない状態は”会社が存在する限り”である。そのために、仕事をする必要性が消えた株主にたいしても、会社を存続させる必要性とその努力を永遠にさせる事もできるかもしれない。最初から高いレベルは望めない事かも知れないが、多少でもそれが出来れば、多少でも効果はある様に思える。
この時忘れてはいけないのは、民主主義的な要素をしっかり組み込んだ株券を発行することである。その事により、各株主に企業に対する権利が生まれる一方で、特定株主の企業の独占を防ぐ事が可能な様にしておくのである。また、株主確保のための信頼確保のため、企業は安定した配当システムや株主の権利権限を整備せざる得ない状態になるであろう。また、詐欺師の発生もありうるため、各種の法整備も重要であろう。
この経済の群体システムは、現行の国家システムて併存していく事が可能な為に国家システムとの協力体制をとる事がもっとも好ましい形となると考えられる。
しかし、国家システムあるいは、その実質的な行使者である政治家や公務員が、私利私欲を満たすために市民への不幸の強要や国家機能の破壊行為を続けていく事もありうる。
その時は、この群体システムは、おそらく社会システムの全てを入れてしまえるために国家システムの代行をさせるという手段も考えられる。この時、国家システムが破壊してしまった時点で、国家と政治家を含む国家公務員を国家の借金を全て背負わせた上で切り捨ててしまう事も重要であろう。
莫大な借金を、人民から完全に切り離す為に。国家に寄生して蓄積した多大な財産による借金返済能力があるという有効性によって。そして、国家の多大な借金を作った張本人という正当性によって。
この場合、国民切り捨てられた政治家や公務員は、逃げれば命を守れる法律はないし、逃げねば借金返済のために永久に無償労働することとなるだろう。それはそれで仕方がない。そんな人材は、組織を破壊する邪魔者にしか成れない不必要な人材であるし、国家システムを実質的に破壊した張本人という罪を持つものであるし、借金は借金を作ったもの以外が背負う必要など無いのだから。
その時の為に企業家等と裏で密約する悪人もいるであろう。しかし、どんな約束をしたとしても、その時になれば、企業の利権を守る為に、おそらく約束は反故にされて、負債もろとも切り捨てられるだろう。悪人の約束とはそういった性質を持っているものであるから。
また、現時点で、これを社会的合意という形で切り捨てられる個人名を明確化しておく事が必要であろう。現時点で悪行を重ねている政治家等に対する一定の抑止力として機能させる事ができると考えられるからである。なお、ここでの明確化は、あくまで個人名であって、組織名であってはならない。その理由は、まず、あくまで悪行の実行者は組織ではなく、その組織の人間であるという事。そして、悪行を行った人間は問題が発生する度に組織を切り捨て、そんな調子で次々と組織を着替えていきながら悪行を重ねていく事が普通に行われている事であるからである。
そうなった時点で絶対何処にも逃げられないように逃げ道を残らず潰しておく事が肝要であろう。彼らがその借金から逃げる手段は国家の借金を消し去る政策をとり、国家の借金を消し去る事のみとなるからである。
説得、日本(競争力強化)
システムへの移行に関しては、力ずくという手段を用いようとしても移行は困難である。
かつて封建主義社会から民主主義国家への移行が、正義ゆえの移行ではなくシステムの強さ、特に動員可能人数に何倍もの違いが出た軍事力の差が民主主義へ移行を強要するという原因であったからである。その為、経済組織の封建主義も同様に民主主義への移行させるには、現在の経済システムよりも強大である事が必要不可欠であると思える。そのための力の差の明確化のため、かつての日本の強さのごとき強さの回復化でもあるという事を示します。
通常社会において、貧富の差を縮小するための何らかの仕組みを取り入れでもしない限り貧富の差は拡大していくものである。そして、貧富の大きい社会においては、通常は一部の金持ちに多数の貧乏人が寄生する形で経済が安定している。しかし、かつての日本においては、この金持ちの役割を企業というシステムが果たす事によって、人間同士のお金の再配分は格差が小さくなり、互いが潰しあう、戦いをする必要の少ない社会となっていた。
更に護送船団方式等のシステムにより、国内の各個人・各企業の競争という能力の競い合いは激化しても、戦いという能力の潰しあいは最小限に抑えられていた。競争以外の戦いからは守られていて戦いが抑圧された分、各人が経済格差が少ないが故に、持っていた経済力を精一杯使った、能力向上を強要する内部の競争のみが激化されていった。
”戦い”と”競争”という概念は一見すると似ている様に思えるかも知れないが、”潰しあい”である”戦い”では 例えば戦争において互いに富や能力を著しく低下させあう事を強要するが、”能力比較”である”競争”では 例えば試験のように互いに富みや能力を著しく向上をしあう事を強要する。このように、能力や富の総量が上がるか下がるかにおいては間逆となってしまう。
この競争のみが激化していった社会となったため、潰しあいである戦いの能力が著しく下がってしまってはいたが、この社会は社会全体の能力や富が著しく向上されていった。これが、かつての日本の社会の強さの原因であったと考えられる。
護送船団方式等の日本経済の長所の解体が迫られた後は、現在の”戦い”が激化した社会となった。その為、企業同士の戦いにあらゆるものをとられて、能力向上には意欲も経済力も回らなくなってしまった。そのため、多くの技術などは低下の一途を辿り、日本の社会は外部に対する競争力が低下の一途を辿っているといってよいであろう。
この本で提案されている企業の群体は、ある意味、この護送船団方式を国家が関与しない形、そして特定の支配部分の存在しない民主主義化された形で、更に強化したようなものである。更に、そこに不当性は何も無い。独占禁止法の様な規則に反しないかという疑問もあるかもしれない。しかし、実際にはひとつの大きな組織ではなく無数の組織の集まった群体のため、ひとつの企業の様に見えたとしても実際には無数の企業があるだけである。その為に、一つの企業の独占状態という訳ではない。仮にひとつの企業と見立てたとしても、民主主義が確立され実践されているのであれば、独占禁止法の必要な根拠が成り立たなくなるため適用不必要の正当性があるであろう。
このシステムの採用をして、企業の群体の内部において戦いという能力の潰しあいの強要を抑えて、競争という能力の高めあいを強要する競いあいをする。その事で、企業の群体の持つ能力を向上させて、一部の戦いの専門家が、この向上された能力を用いて企業の群体の外部からの富の不当収奪を防ぐ。この様に戦いに対応するようにする事が、かつての日本の強さを取り戻す上でかなり有効な手段といえるであろう。
説得、合衆国
世界を改善ための民主主義的な企業の群体という、このシステムの正当性には間違いは無いであろう。しかし、目先の欲にくらんだ者が、自らの目先の利権の強大化を阻害されないために、合衆国を始めとして特に金融関係の人間から多大な反対が起こりうると考えられる。それを防ぐ為にも先んじて行い始めなければならない事がある。それは合衆国において、まず第一に、民主主義への道を芽吹かせる事である。
現時点では合衆国は国家システムにおいては確かに民主主義であるが、社会システムにおいては確実に封建主義であり、民主主義社会のまま封建主義社会として完成してしまっているのが合衆国という社会である。
世界を改善ための民主主義的企業の群体という、このシステムの目的は、社会の民主主義化をするためでもある。その為、経済システムの民主主義化による新の民主主義の創造を行う共に民主主義化を図る仲間となる。そう、出来うる限り合衆国の市民と同士となることで合衆国の国民と争うのではなく協力し合うという状態を作るのが誰のためにも必要に思える。
第二に合衆国最盛期の社会の能力を、滅茶苦茶にしている金融業界を消滅させる事による製造業の健全化を行う。かつての合衆国と同様に全ての人の平等や自由を目的とし真面目に働けば報われる国にする事である。
それにはまず、合衆国の人間の現状への自覚が必要である。今の合衆国の社会は人民全員の自由の存在しうる社会を目的とし、真面目に働く全ての人が豊かになりうる理想への道ではない。社会や弱者を食い物とする一部の人間が豊かになり、特定少数の人間の自由のみ存在する社会である。そして、隣人に対する愛のない、弱肉強食を目的とした野生の獣の法の様な”獣の法”を正当とみなしている。それを社会の目的とし、その目的の為に構築されたシステムが今の合衆国の社会である。まずはその点の強い自覚の必要性がある。
そして合衆国の企業の都合を考えない売買等で企業システムを破壊した、その原因であるマネーゲームを破壊する。その為、株価変動や為替の変動速度をゲーム不可能なまで低下させる事と民主主義的権力構造となる株券で成立させた株式会社の設立が必要不可欠である。そして合衆国がこの理想への道を歩める様に助言し、場合によっては設立のための手助けをする事が必要かもしれない。
第三にバブル崩壊の抑制する事である。変動速度を最低限まで低下させれば当然、一気に下がる事が抑制されるためバブルの崩壊を防ぐ事が出来る。これを行った場合、以後のマネーゲームは出来なくなるが、その代わり、現在所有している資産をバブル崩壊により失う事もなくなるのである。
特にこれらは、合衆国の大統領選挙に合わせ行う事により選挙の時の公約になるように出来れば、社会改革を行う上で有効性は高いだろう。それには、合衆国は国家組織は民主主義であるが経済システムは封建主義である事により、事実上は封建主義社会として完成しつつある社会で、あって決して民主主義社会ではない事を合衆国内で問題にするのである。
合衆国は人種のサラダと呼ばれるくらい、本来はバラバラの国家という側面があるために、それを民主主義という理想をもって統合する事によって国家として成立していると言える国である。それ故に政治家は国民に対して民主主義を正面から否定できないし、もし民主主義が消えた場合、自分の権力基盤である国家が分解してしまう。その為、国家分解を起こさせないように、民主主義は消滅させられないのである。また、それ以前に合衆国の国民は大統領が民主主義を正面から踏みにじるのを決して許しはしないであろう。
それ故に大統領選で新の民主主義への道を競わせ、公約として民主主義への道を歩むことを約束させること。これは、やり方しだいでは十分可能な事であり、それを実現できたならば合衆国が真の民主主義の道を歩む手段の一つとして有効性は高いであろう。
説得、中国
中国は経済を金融関係の売買で無理に膨らませている。もし、為替や株の変動速度を低速化によりバブルが消えた場合、資産確保のため自国内だけでも売買速度を維持し続けることで、バブルが弾けるのを防ごうとするであろう。しかし、バブルが弾けた場合、権力者、特に軍隊は軍事装備維持等のためお金が掛かるので軍隊は権力維持のため弱者の生存を考えず弱者からの資産をもっと搾り取ろうと考えるであろう。そして搾り取られた弱者は、より弱い弱者から搾り取ろうとするであろう。
この中で我慢の限界を超えた弱者は生存のためにゲリラ化するしかないので人民解放軍対ゲリラという形での戦いが始まる可能性がある。
その場合、戦火を拡大しない事が重要である。そして、その国の人間の人権より、他国全体の人間の生命や環境が優先されるべきであろう。その為に、どんな手段を用いても、周囲の各国は国境を封鎖して物資と人間等、国民を含めた国家の全てを完全に封印する事が重要となるかもしれない。
ここで重要なことは、戦う意思がある限りは平和のための手を差し伸べないことである。例え救いの手を指し伸ばしたとしても戦いの意図のある限り、救いの手を自分が勝つため策略の道具としてしか絶対に使わない。そして、その行為は更なる戦いの拡大にしか、つながらないからである。おそらく最低でも4〜5年程度はかかると思えるが、結局、戦いが嫌になるまで封印したまま待つしかないのである。
ただ戦いの意図が消えた場合でも、互いが互いを信頼は出来ないであろうから、調停を国際機関に任せるしかないであろう。しかし、その際の妥協点として考えられるのは、司法・警察は完全に国際機関より雇い入れること。立法は国際機関の承認により始めて効力を発揮するものとする。行政、徴税は警察の監視下で国が行使すること。そして経済組織は民主主義的権力システムをもつ株式会社のみ存在を許すといったところであろう。
軍としては空軍と海軍は持ってもいいかもしれないが、対ゲリラ等に使える陸軍と特殊部隊や特務機関の類も所有を禁じる必要があるかもしれない。そして国民の方は武器の所持は当面許可をして当面は双方の力の均衡を維持する必要があるかもしれない。
なお、国際機関の指示に従わない場合、戦いを始めた場合等は、この国際機関は速やかに撤収すべきであろう。再び双方のが平和を求め国際機関の命令下に入るまで、いかなる戦乱があろうと放置するものとする必要があると思う。この放置は実行されなければ、誰も指示に従わなくなり、どのみち機能不能となるであろうから。
ただし、内戦が勃発した場合、歴史的には軍閥同士の戦いになる可能性の方が高いかもしれないが、基本的には同じ方法でよい様に思われる。
ただ、歴史的に中国の軍隊は都市や野山を完全に焼き払う等、味方以外を破壊し尽くす、自然破壊的な手法を多用する。そのため、いずれの戦いであれ、戦いが5年以上も続くのであれば、おそらく、自然環境破壊という人類の生存に関わる問題となる。そこから考えて、看過出来ない状態になるために、周囲の国家が生存環境回復の目的のため、中国の国土を併合していく必要があるであろう。
但し、後々で問題の元となる為、国民は併合してはならないかもしれない。そのために併合した時点での中国の国内への国民の強制送還が必要になるであろう。その結果、中国という国家が消滅しても人類生存のために、それは止むおえないであろう。
反乱など起こらない場合でも、戦争ではないと言いながらも、諸外国への攻撃行動に出た場合それなりの事が必要かもしれない。例えば、言い訳のし易さから周辺国の場合、破壊的な環境攻撃を加えられる可能性もあると思われる。政治家等は言葉としてはうまく言い訳を考えるだろうから、それは言葉ではなく環境破壊の現状により判断するしかないであろう。
中国の環境破壊が原因で、河川の汚染等の国外の人間の生命や健康を損ねる事が発生し、それを止める行動をとらないのであれば。たとえ戦争とは呼ばれなくとも、それは、その国土と国民を破壊する、攻撃行動ではあるため必要とあれば反撃の必要であろう。
ただ、戦争そのものではないために、正面きっての戦争を行うのではなく、戦争ではない攻撃行動が正当であると考えられる。例えば、そのやり方として有効と思われるのは、中国国内の虐げられた弱者に対して、人心を集められる真の民主主義や真の共産主義いう大義名分を用いて、情報や武器を無制限に供給するという手段がある。無論、武器目当てに虐げられた者の方が環境攻撃した場合、逆の報復という手段なども考えねばならない。しかし、虐げられた者を一方的弾圧から助けるためという弱者救済の必要性によって、場合によっては誰から渡ったか分からない形で武器を無制限に供給すれば一定の反撃行為となりうる様に思える。この場合値段や輸出量や入手経路からもしかしたら中国産の武器を用いるのもよいもしれない。
必要とあればこの行使を行うことが環境攻撃など、戦争ではない攻撃行動に対して、一定の抑止力となるかもしれない。ただしこの反撃を無制限の反撃とはしないために、期間限定で行う場合は武器の素材や構造等を工夫して使用可能な期間や回数に制限が出来るようにするというやり方もあるかもしれない。
また、この種の手段は戦争を仕掛けられたり、仕掛けると脅されたときも有効かもしれない。
自国がそれを行うというわけでもなく、ただ守りに徹している時。その時に、中国内部に”どこからともなく武器と戦い方の知識が湧き出せば”攻撃せずとも、それで十分となるかもしれない。

現在のテロリストの多くの不満や目的を考えてみると、合衆国や企業の支配下に入る事への不満のように思える。そして、実質的には合衆国の企業の植民地として機能する事を嫌がっているように思える。

確かにテロは手法としては誤りだと思えるが、テロもテロを防ぐのにも、力で抑えるやり方を最重要視するやり方には問題がある様に思える。それは例えて言えば、病人が病気が憎いと言って病んだ部分を叩くようなものである。それで病んだ部分が治ることは無い。同様に、テロリズムの消去を図るには、ただ力で症状を抑えるのではなく、原因を知り原因を癒す事が必要な事と私には思える。確かに力での結果としてテロリズムは抑えられるかもしれないし、それは潜在的なものの表面化を防ぐ重要性から確かに必要性は大きいと思う。しかし原因がある限り、どういう形であれ結果は存在する可能性が高い。その為、消去は出来ないかも知れない気がする。例えテロリスト全員を捕縛したとしても、その”原因”による”必要性”から、新たにテロリストにならなくてはならない者が発生するだけの事の様に思えるのである。それは例えて言えば会社の社長が死んだとしても、”社長”という地位の機能が必要とされて残れば、何回死んでも新たな社長がその地位につくだけ。といった様に、機能上の”テロリスト”という地位の必要性の消去がなされなければ際限はないのである。そして、これはテロリストが”悪”と呼んでいる組織にも言えることである。
それ故に、正当な対処方法無く暴力しか対抗の手段が無いという状態の消去。適切なやる意志を失い正当な手段で行う気が無いという状態の消去。そういった原因の消去・その手段の必要性の消去が、重要に思える。
少なくとも明確なターゲットの特定し得ない現在のテロの様なものの場合、軍事行動よりも、こちらの方法の方が有効性が高いかもしれない気がする。ただし過去のツケを支払わせられるかもしれない恐怖等から誰もが嫌がるかもしれない。しかし、もし根本的な解決を求めるならば、やるべき必要があると思える。そしてそのとき、解決の為には関係者全員が忍耐、勇気、寛容を持つ事が重要かも知れない気がする。
しかも現在の合衆国に対するテロのやり方を見ていると、テロの実行者が本気なのは良く分かるが、テロリストに指示を出している人間が本気のようには見えない部分がある。
それは、政治的に命令系統や権力構造からいって命令されるしかない、権力者には切り捨て易い末端にいる人間。そういった人間に対してだけに被害の限定された攻撃行為ととしかなっていないからである。事実上、政治的に命令系統や権力構造からいって命令を出す側の人間、合衆国の権力者自身に対する攻撃行為は一切行わないからである。
それは、見かけの派手な殺し合いを行っているだけで、機能的には、いかにも自分達は戦争をしていますといったパフォーマンスにとしての機能しか果たしていない。実際には、炭素菌入り手紙のような、使い方次第で味方を被害を最小にして、敵の権力中枢を崩壊可能な攻撃方法を知っていて実行可能である。それにも関わらず、テロリストは、まるでそれを知らないみたいに絶対に行わない。そして、事実上の効果が弱く仲間が無益に死んでいくテロ行為のみ実行してる。
合衆国のビルに航空機を突っ込ませる程のアイデア・実行力を出せるほどの、知性を持つ者がそれを分かっていないはずは無いのである。そういうデモンストレーションの様なテロ行為を見ていると本気の攻撃とは、とても思えないのである。むしろ、テロを行おうとしている人間に、権力者を攻撃をさせないために、権力と関係の無い人間、権力者と無関係の人間を、大量・かつ派手に殺させる事。そしてそれによって、テロをしてると思い込ませる目的を持っている様にさえ思えてしまうのである。
ただテロリストは目的遂行の手段として殺しを選択しているのであって、テロリストといえども本来は殺すのが目的ではないと思う。殺し合い以外の方法で解決出来るのに、殺し合いでの解決を行う者は殺し合い自身を目的とする者だけである。
そしてテロリストの合衆国への思いを見ていると、民主主義としての合衆国は嫌わず憎んでもなく、封建主義としての合衆国を嫌って憎んでいる部分がある様に思える。
それ故に、彼らの成すべきことはテロ行為等ではなく、合衆国の一般市民と手に手を取って、合衆国政府に真の民主主義を強要するという皮肉なやり方で合衆国政府の悪を倒すというということかもしれない。
そう、アメリカ合衆国の封建主義という真の敵を消去させる為に、彼等の手で合衆国を真の民主主義社会に導くことにある様に思える。それが彼らが世界に対して真に成すべきこときであり、全人類の命運の為に、誰かが成さねばならない事の様に思えるのである。
終わりに
現在、社会は破壊への道を歩んでいる。その原因は、人間の欲望のあり方であると同時に企業等の各種組織の性質にある。それが歯止めの効かない状況を作っているのである。この書はそれらさえもシステム構築する力として利用しようとしてさえいる。更に民主主義化に進もうとする世界の潮流という歴史の流れに後押しさせる形となっている。その為、成功率の高い、そしてそれでありながら、システム自体の正当性や有効性も考慮したものである。ここまで成功率の高いグランドデザインは、おそらく世界でこれだけであろう。
この書の内容を、無視する事はできるだろう。この書の内容を、反対する事はできるだろう。この書の内容を反対することを成功させる事も出来るだろう。だがそれはおそらく、ただ人類の破滅をもたらすだけである。
自分だけ優勢に出来ると信じてそのために動こうとする者もいるだろう。実際に、ある意味では現在は、そういった自分達が一番の優勢になれると信じている者達がいる。しかし、そう言い切るだけの実力者達が、結局誰も一番になれず一種の力の均衡を保っているのが現在の社会と言える状態である。
そのため、今までの様に勢力争いを続けるならば最後まで力の均衡が続いたままで、地獄へ人類全員が落ちるまでチキンレースが続いていくであろう。
たとえ、勝者が出て社会全体を支配したとしても、今度は勝者の内部での勢力争いになる。その中で例え勝者で出て全体を支配したとしも、更にその内部での勢力争いになる。そのように、争いの意思をもつ限り、限りなく続くだけである。
更に例え少数の人間が多数の支配に成功しても、それは今の社会の大きさからいって能力的に持続は不可能であろう。仮に可能だったとしても、それがなされた社会の様子は、例えて言えば今の中国のようなもので勝者ですら幸せが薄い。そして、崩れゆく生存可能な環境の中で、人類の生存可能な環境がこの世のから消滅するまでの限られた期間、ただ生き続けていくしかないであろう。
