| 1. In the case of an applicant commencing the operation of international
trade or other business; |

| a. The facilities to be used as an office should be located in Japan. |

| b. The business concerned should have the capacity to employ at least 2
full-time employees in Japan in
addition to those who operate and/or manage the business. |

| 2. In the case of an applicant investing in international trade or other
business and operating or managing that business, or in the case of an
applicant operating or managing international trade or other business on
behalf of foreign nationals or someone who has begun such an operation
or has invested in such a business; |

| a. The office for the business should be located in Japan. |

| b. The business should have the capacity to employ at least 2 full-time
employees in Japan in
addition to those who operate and or manage the business. |
