 As set out in the "Charter of the United Nations" and the "Universal Declaration on Human Rights",all persons are born free, with equal rights and dignity, to enjoy human rights and fundamental freedom equally and without distinction. This is also laid down clearly in the Constitution of Japan, as the principal requisite.

 Unfortunately, however, there is a group which, while advocating the resolution of the Buraku problem, one of the forms of social discrimination still existing in Japan, seriously violates human rights.

 That group is the Buraku Liberation League (Kaido).

 The Buraku Liberation League violates "freedom of living, physical security", "freedom of thought and conscience", "freedom of opinion and expression", "freedom of peaceful assembly". It engages in"brutal, inhuman and humiliating treatment", "intervenes in personal affairs" against people who refuse to follow its opinions or approve its actions, and tramples on civil rights, which everyone should naturally be able to enjoy.

 In January 1988, an organization was founded that called itself the International Movement against All Forms of Discrimination and Racism (IMADR). The Buraku Liberation League is the core of this organization, and IMADR claimed that in collaboration with the U.N., it would work to implement the Universal Declaration of Human Rights and end apartheid. But IMADR was formed to deceive domestic and foreign organizations and maintain and expand its fascistic ambitions, keeping its criminal acts of violence and concession hunting hidden. The refusal of the U.N. NGO Committee to grant consultative status with the U.N. to IMADR was sound judgment, which we respect.

We have decided to publish this leaflet to provide accurate information for U.N. bodies and member countries on the violent activities of the Buraku Liberation League, the core body of IMADR, with accurate information on human rights issues in Japan.

We hope that all government officials, concerned groups and members will understand these human rights issues and what is involved in the situation.
