Where does Japanese Economy go?

The most important assignment for Obuchi Administration is to revitalize to the national economy. But Economic planning Agency Director General, Taichi Sakaiya has pointed out the Japanese economy may face tougher times ahead.
It is said that the decline of GDP has been due to construction in private consumption and capital investment by private companies. People are spending less and less both on consumer goods and housing because of fears about unemployment and unstable prospects.
This sluggish domestic consumption also pulls down other Asian countries, which will wield tremendous influence over the world economy as well. Of course Prime Minister, Keizo Obuchi has proposed some prescriptions for this illness, almost none of which could be an effective medicine to recover.
Japan has been said to be in the first-class with economy and third-class with policy in the world. But either of them may not be graded unless we really take this turmoil seriously and retrieve the credibility in both economy and policy. Why don't you think about the good ideas to revitalize Japan from the personal view of point?
