Evacuation of Homeless

Japanese people are protected the minimum right to live cultural and healthy life according to Japanese Constitution.
What is cultural and healthy life? It is very difficult to define, but generally speaking, we are blessed with an opportunity to be educated and to get a minimum financial aid if necessary, so there's almost none who are illitate or to die without any food and medication for tomorrow.
But in reality, there are not a few people who are suffering confronting with various hardships, which might be evoked by the aftermath of bankruptcy or family collaption.
For example, in Nagoya City, the homeless people are increasing in the parks, in the subway corridors or under the high ways. They don't seem to enjoy themselves but they must have no other way.
But, Nagoya municipal bureaus have decided to withdraw those people from some parks because it is illeagal to stay in the public sites and they seem ugly and threatening for neighbors and passers-by. Where are they going?
The increasing number of homeless people reflects us on plunging economy and insufficient measures of the gorvernmnet. It cannot be solved only by withdrawing.
We have to take it seriously how to deal with what we call such social weakers as the homeless, the elderly with no family members and children abused by adults as a whole. Otherwise, we cannot be proud that Japan is the third in the world by GDP which will show the high living standard.
